About The Service
The Into Work Advice Service provides support to people who are actively seeking employment or looking to upskill; the team is able to offer support and intensive mentoring through externally funded project and volunteering opportunities. The Employer Liaison Team, which is part of the Into Work Advice Service, provide local businesses with a complete pre-employment package. The team is able to match suitable and skilled jobseekers to job opportunities with the local businesses.
About the job
The Employer Liaison Manager will have lead responsibility for developing methods to target and promote employment services through recruiting, negotiating and liaising with local employers, and will work to support new businesses coming in to the city. The role will manage a team of Employer Liaison Officers/Work Placement Officers, who recruit employers, identify suitable opportunities to which participants can be matched. The role has lead responsibility for providing recruiting employers with a bespoke offer, including CV sifting, interview training, assessment centres and tailored training through the Adult Learning team and other partner training providers, securing funding where required. The Employer Liaison Manager will have lead responsibility for ensuring Council contracts with Community Benefits are ring-fenced for Into Work customers, in particular those most vulnerable in society i.e. care experienced young people, veterans, and other protected groups. The role will line manage and organise the programme of recruitment events across the city, including employment sector awareness sessions in conjunction with Job Centre Plus, Careers Wales and other key partners. Including responsibility for arranging bespoke events i.e. Job Fairs, Pop Up Business School. The role will manage the team who are responsible for securing work placements within the Council and with partner organisations, for young people who are on the Bright Start programme (care experienced young people); ensuring employers and staff have received adequate training to host young people in placements.
What We Are Looking For From You
A minimum of 2 years’ experience of managing a team, including mentoring and coaching. Excellent knowledge and proven experience of the wide range of employability support, careers advices and guidance available to jobseekers and employers; including understanding of employment support programmes and participant progression. Experience in negotiating and coordinating employment support opportunities for organisations in various sectors Experience of organising city wide employer recruitment events. Ability to develop a creative and collaborative approach to providing work placements, volunteering, traineeships, apprenticeships and other employability supporting opportunities. Experience in sourcing new employment opportunities and being aware of current local market labour trends. Understanding of the economy and how to identify opportunities that support recruitment into growth sectors. Proven experience of creating high quality reports and demonstrates the ability to develop productive relationships across a wide range of stakeholders.

Required to work from a number of different locations, including County Hall, Central Library Hub and other Community Hub buildings.
