We are looking to recruit a motivated and dynamic finance professional to join the Financial Management team.

Main duties of the job

Reporting to the Management Accountant, you will provide financial advice and information to the Surgical Care Division. You will also support and work closely with the Divisional Management team to generate, analyse, monitor and report Divisional financial information and activity data to internal and external stakeholders. This division has an expenditure budget portfolio of £110m.

You should working towards a C.C.A.B. qualification with financial management experience in a large organisation, preferably with some knowledge of the NHS finance regime. You should have excellent interpersonal skills and possess strong I.T. skills using the Microsoft office suite.

Detailed job description and main responsibilities

KEY DUTIES
  • Assist in the provision of financial support and advice to one of the main clinical Care Groups within the Trust.
  • Monitor financial performance against agreed budgets, analysing and reporting on variations and assisting in formulating corrective actions. Proactively support the delivery of targets by sharing good practice, identifying areas for improvement and agreeing and monitoring actions.
  • The post holder will be required to discuss complex financial issues with budget holders and divisional managers, providing advice and challenge where necessary. Discussions with external bodies may also be required which will include negotiation, resolution and agreement where necessary.
  • The post holder will be required to present complex and contentious financial issues through various methods of communication to budget holders, ward managers and directorate managers, to include income and expenditure budgets, forecasts, establishment and saving initiatives.
  • To support the Management Accountant on the monthly management accounts timetable to ensure the corporate achievement of deadlines. This includes the management of own workload and that of the Assistant Management Accountant in distributing and prioritising workloads.
  • Ability to analyse trends in financial data including variances between budgeted and actual expenditure and identification of the reason for the discrepancy. This will also include options appraisals as to the appropriate course of corrective action and an ability to agree this with the relevant budget holder or manager.
  • Contribute to the formulation of directorate budgets in the annual budget setting process.
  • To support the Management Accountant in the preparation and timely submission of external financial monitoring returns.
  • Support Managers and Budget Holders in the identification and implementation of Cost Improvement schemes.
  • Assist in the maintenance of the financial ledger and other financial systems to ensure compliance with audit requirements.
  • The post holder will be required to have a sound knowledge of all financial policies and procedures and specialist knowledge of the division in order to provide sound financial advice to managers and budget holders.
  • Ongoing proposals for improvements to policies and procedures should be communicated to senior staff, considering the wider impact on other departments or disciplines; with the responsibility to then implement these changes following approval.
  • To ensure that the use of information technology contributes to improving the processes employed within the section.
  • To write, modify and process appropriate reports, schedules and documents using spreadsheets and access databases and, if appropriate, print and distribute each financial period to budget holders.
  • To deputise for the Management Accountant, as appropriate, and in agreement with the Senior Management Accountant and Head of Corporate Finance.
  • To ensure effective working relationships are developed and maintained with colleagues in the Finance Department, Managers and Clinicians across the organisation and with external colleagues.
  • To plan and organise own workload and manage that of the responsible staff, to ensure that objectives are delivered and in accordance with strict timescales.
  • To delegate appropriate duties and responsibilities to supporting staff, to ensure that they receive clear objectives and relevant support in order to deliver expected outcomes.
  • Training of new and existing staff within the team, ensuring the provision of induction materials to include Procedure notes, demonstrating working routines
  • To support the delivery of training to non-financial managers within the Trust on all matters relating to budgetary control and financial management; including effective use of information systems/reports.
  • To ensure the sections procedure notes are kept up to date and accurately reflect current practice.

Knowledge & Experience

Essential criteria
  • At least 3 years financial management experience
  • Experience within a finance function of a large organisation
  • Ability to review and interpret financial statements
  • Experience of Expenditure, Capital and Revenue budgets
  • Experience of supporting the annual budget setting process
  • Knowledge of accountancy policies & procedures.
Desirable criteria
  • NHS Finance Experience
  • Experience of Contract Monitoring and Reporting
  • Experience of supporting business cases to enable changes to service delivery

Skills

Essential criteria
  • Ability to analyse, investigate and interpret financial information and queries.
  • Ability to report and present financial information to both finance and non-finance individuals (internal and external).
  • Well organised, able to prioritise own workload to deliver to tight deadlines.
  • Confidence to challenge and negotiate with senior managers whilst ensuring financial procedures are adhered to.
  • Ability to work on a diverse set of projects concurrently and to meet imposed deadlines
  • Excellent communication and interpersonal skills, & ability to maintain effective working relationships, both internal and external.
  • Strong IT skills, and experience using Microsoft Office suite.
  • Able to develop and use IT appropriately to meet given objectives.
