Main duties of the job

You will manage the Business Intelligence team and lead the day to day operations of the team with corporate responsibility for the provision and continual development of a high quality, customer focussed and responsive Business Intelligence service.

Detailed job description and main responsibilities

  • Provide strategic oversight, challenge and assurance on organisational performance to Board level, delivering business intelligence requirements through significant business intelligence projects, data architecture, supporting statutory obligations, Trust key objectives, quality programmes, service transformation and commissioning.
  • Leading the day to day operations of the Business Intelligence Team with corporate responsibility for the provision and continual development of a high quality, customer focussed and responsive BI service to executives, divisional managers and clinicians by ensuring quality system management and BI delivery is in place.
  • Develop and sustain effective arrangements which foster and strengthen internal and external relationships, keeping pace and responding to an ever changing landscape.
  • Provide support and deputise for the Assistant Director of Information as required.

  • Planning and organisational tasks / duties
  • Take the lead role in assessing current and future Trust wide and external reporting capabilities and determine the short, medium and long term strategic requirements to ensure effective reporting arrangements can be maintained and strengthened.
  • Continually assess the appropriateness of the strategic solutions and build in contingency strategy for areas of uncertainty eg where system implementations or upgrades do not have clear timeframes or where national guidance is unclear.
  • Support and prioritise/manage where necessary.
  • Plan and project manage key BI developments / changes as required.
  • Organise and prioritise own work schedules.
  • Deputise for the Assistant Director of Information

  • Patient / service user related tasks / duties
  • Ensure that effective management arrangements are in place to deliver high quality

data availability and functionality to the users of key Trust-wide systems.

  • Continually assess the BI needs of Trust managers and clinicians at a corporate and directorate level in terms of regular reporting requirements, and liaise closely with other Information Managers to define and deliver these.
  • Provide Business Intelligence advice and support to managers and clinicians at all levels
  • Ensure System upgrades are implemented effectively.

  • Responsibilities for resources
  • Take corporate responsibility for the provision of Business Intelligence for patient and non patient information to support the statutory, planning and operational needs of the Trust and information requirements of external agencies.
  • To work closely with the Data Quality Team to ensure the continued and improvement of information captured and delivered both internally and externally.
  • To take responsibility for the extension of the data into all aspects of the Trust’s business operations (not just clinical).
  • Develop and implement a programme of audit to test levels of compliance with data collection policies.
  • Provide advice and guidance on BI issues at all levels.
  • Participate in the local network groups wherever appropriate taking the lead in the development of reports/bids as required.
  • Determine the information needs to support the Corporate Performance Management agenda and ensure effective BI systems are in place to deliver such requirements
  • Ensure that data protection, Caldicott and security requirements are met in relation to Key Trust Business Intelligence reports and solutions.
  • Determine the range of internal checks that need to be developed by the teams and suppliers within the systems. Produce specifications to support procurement of upgrades and negotiate with suppliers to ensure effective delivery.
  • Work with the other teams in the department to identify the most effective way of providing data to support the Information department
  • Ensure that data protection, Caldicott and information security requirements are met in respect of business intelligence

Qualifications

Essential criteria
  • Educated to Degree level or equivalent relevant experience.
  • Post -graduate Master’s degree qualification or equivalent relevant experience
Desirable criteria
  • Project Management Qualification.

Knowledge & Experience

Essential criteria
  • Significant Experience of leading and delivering on IM&T projects which encompass complex change management issues.
  • Significant understanding and practical experience of the NHS Commissioning system supported by attendance at high level commissioning meetings with Primary Care and Strategic agencies.
  • Experience of leading meetings and project groups both within own area of work and multidisciplinary based.
  • Wide knowledge of the structure and political/financial workings of the NHS to appreciate the context in which the role of Secondary Care information Management can be effective.
  • Understanding of the Freedom of Information Act.
  • Complete understanding of rules, regulations and guidance about the recording of patient activities.
  • Working knowledge of the Payment by Results system/regulations and how to apply this effectively.
  • Excellent understanding of NHS Frameworks
  • Up-to-date understanding of decision support technologies with experience in a variety of data architectures and evidence of ability to select and use appropriate information analysis, visualisation and distribution tools.
  • Expert SQL knowledge
  • Knowledge of the range of external information sources available to ensure the Trust is able to benchmark its performance.
  • Full understanding of the Performance Management Agenda and the technical constructions of key and balanced scorecard indicators.
  • A full appreciation of Audit techniques to support the Data Quality agenda.
  • Experience of successful engagement with clinicians
  • Developing and implementing information strategies.
  • Ability to identify problems and recommend solutions.
Desirable criteria
  • Significant years NHS Health Information Management experience or equivalent non-NHS experience encompassing system management, staff and budgetary management, statutory reporting and complex information support, planning and service development
  • Excellent understanding of cross agency issues to support community partnership working.
  • Knowledge of the Data Protection Act and how to apply it in a health service setting.

Essential criteria
  • Excellent interpersonal skills with the ability to communicate effectively both written and orally at all levels within the Trust and with external bodies.
  • Writing reports and verbal presentation to individuals and groups of staff/managers
  • Able to assimilate and present highly complex information to multidisciplinary staff both individually and in groups, within the Trust and with external bodies. The Information may span a range of areas such as patient information, finance, HR etc.
  • Attention to detail, able to identify potential inaccuracies or inconsistencies in sets of highly complex data generated internally or received from external agencies.
  • Excellent IT skills with advanced skills in the use of Microsoft Office Products.
  • Ability to understand changing pathways of clinical care and apply complex guidance about recording options.
  • Must be highly efficient in prioritising own workloads and those of staff in an environment where priorities constantly change.
