Do you have the ability to deliver demanding construction / building projects, acting in the role of project manager? Come and join our Planned Maintenance and Minor Improvement (PMMI) Project Delivery Team and make a difference to the lives of our residents within West Sussex!

As a PMMI Contract & Project Management Officer, taking on the traditional role of Project Manager, you will deliver a full client-side project management service, including provision of construction, property, professional and technical advice on building projects under your control.

Working closely with M&E and Building surveyor WSCC colleagues, you will be operating in conjunction / accordance with the Council’s outsourced Multi-disciplinary consultant (MDC) and other PMMI delivery contractors You will project manage the MDC and other contractors on any given building project, to effectively deliver a pre- and post-contract service.

Covering, but not limited to, feasibilities, options appraisals, whole life cost examinations, and formulating briefs. On selected schemes within your professional competence, you will undertake direct design and procurement, acting as Principal Designer, ensuring that all statutory and best-practice requirements are achieved for the projects.

You will routinely undertake project consultation, project procurement and project management to meet the capital and revenue planned maintenance programme requirements to satisfy stakeholder needs. The job will require an ability to travel independently and regularly around the county, often to remote locations, and attendance at some meetings may be required out of normal office hours.

In addition, there will be occasional exposure to unpleasant and hazardous environmental working conditions, e.g. noisy plant rooms, access to roof spaces, confiding working areas and on construction sites. All required personal protective equipment will be provided. There is a regular and intrinsic requirement to communicate in English with members of the public.


Experience and Skills


Key Skills:

  • Advanced analytical skills along with advanced technical knowledge of building / engineering / H&S design and statutory requirements to interpret, manipulate and manage complex contract, tender and financial information.
  • Highly developed communication, report writing and interpersonal skills in order to create and maintain effective working relationships, including the ability to influence clients and contractors.
  • Strong problem-solving skills with the ability to anticipate potential risks and problems, resolve issues independently, plan solutions and make sound pragmatic decisions which could be business critical.
  • Ability to organise, manage and deliver a demanding technical and professional design procurement and contract management service.
  • Effective people management skills including performance management with the ability to provide support and direction to consultants and contractors.

Qualifications and/or experience:

  • Degree, or equivalent level qualification, or significant experience in a construction related discipline, demonstrating a high level of applied knowledge in researching, designing, analysing and evaluating information for building and engineering projects.
  • Holding, or clear evidence of working towards, a Health and Safety Qualification (e.g. NEBOSH National General Certificate).
  • Membership of a relevant construction professional body, or clear evidence of working towards membership of a construction professional body such as RICS, CIOB, CIBSE, or equivalent
