JOB TITLE: CENTRAL EUROPE (CE) TECHNICAL MANAGER

REPORTING INTO EMEA ENGINEERING MANAGER

ABOUT THE ROLE:
The CE Technical Manager role works within the facilities management function of one of JLL’s key Client portfolios covering Europe and Middle East.

The Technical Manager will be responsible for the management of Engineering Services, supporting all technical aspects of facilities services across our Client’s
portfolio. The role will be accountable for the Hard Services delivery whilst providing oversight and leadership to all sites across the region, ensuring delivery of their objectives and the implementation of property-specific operating strategies that achieve the required standards.

The CE Technical Manager will work closely with both the account and local client team, responding to requests in a timely and detail-oriented manner. Ensuring exceptional customer service is provided to both internal and external clients and key stakeholders.

KEY RESPONSIBILITIES:
Deliver Hard Services Management across all Central Europe locations (budget, schedule, procurement, quality & risk)

Develop and implement consistent maintenance management practices across client sites. Support service partners and teams in driving performance and best practice to ensure service delivery

Provide technical support for Client’s leased space as required

Oversee the development and implementation of technical projects and programs

Support sourcing in the area of regional contracts for technical products or services. Support JLL and client’s business pursuits

Establish the CE Technical Manager position as the internal leader for all technical operations in the region

Administer the JLL’s Engineering Operations Audit program for the client account

Research and implement innovative cost reduction or sustainability programs

Provide business intelligence and reporting analyses and presentations to the client to drive improvements

Work with the JLL Engineering & Operations Group to identify energy management best practices and innovations that are applicable within the Client account

Support the development of site level engineering budgets with the site facilities managers and forecasts in accordance to the financial timetable

Develop and maintain a detailed understanding of the Client’s business and key factors influencing their requirement in terms of Engineering Services delivery

Manage the governance process for the engineering work streams

Support the execution at site level of approved client projects from a Mechanical and Electrical (M&E), scope and work stream levels

Support client utilities metrics and centralised reporting (e.g. Client ISO50001 certification)

Interface directly with clients and vendors to define technical requirements

Communicate regularly with the client team to build and maintain relationships and work with key business partners and cross functional groups

Ensure data integrity and documentation is accurate, timely and coordinated Implement change management routines to assess change requests, make recommendations, secure client approvals and issue change orders

Ensure specific Service Level Agreements (SLA) and Key Performance Indicators (KPI) relating to hard services are met

Promote high level of customer service to ensure and drive best practices and standardisation

Manage business critical/emergency situations and seek to resolve promptly ensuring minimum disruption to the business

Other duties as requested by the EMEA Engineering Manager or Regional Facilities Managers in order to meet the changing needs and demands of the business

All the time working in accordance with health and safety measures and promoting best practice amongst colleagues, contractors and vendors

Conduct risk assessments and follow safety protocols, keeping up to date with latest legislation and trends

Develop and implement a comprehensive environmental health and safety program for the JLL employees on the client account, including safety training, compliance and pre-qualification and compliance

WORK LIFE:
In the role you will work across the Central Europe region

The main business language spoken in our offices is English. Knowledge of English is essential

You will work independently reporting to the EMEA Engineering Manager

You will work over a 5-day week

On occasion you may be required to work weekends or bank holidays, this will be arranged in advance

Although based locally on occasion you may be required to travel

ABOUT YOU:
You have direct experience in delivering technical Facilities Management services within a fast paced, high profile environment

You have worked in a similar role and have skills to lead and influence others including virtual teams

You have a track record in the management of Hard Services, preferably in both self-delivered and outsourced engineering services contracts

You have experience in financial management and budgeting, identifying cost savings/avoidance

You are able to build and maintain positive client relations and network at all levels

You are able to audit your own work

You are open and have good communication skills

You are proficient with Word and Excel and have a keen interest in technology

You strive for excellence in what you do and share ideas for improvement

You are organised, work efficiently and can meet tight deadlines with professionalism and service focused approach

You are adaptable to work to requests and projects that may vary

You have a Mechanical/Electrical Qualification (preferred) with 10 years Hard Service Maintenance
