- Capital grants for businesses and communities to support with cost of living and decarbonisation
- Employment support for residents
- Projects around capacity building for communities
- Projects to support regeneration and town centre transformation
- The ability to work as part of a joint delivery unit with communications and engagement staff
- Understanding of how to develop and deliver a successful network branding campaign for a wide range of stakeholders
- Skills and experience with community and stakeholder engagement activities including co-production
- Ability to develop a coherent overarching narrative linking BSIP to the wider transport decarbonisation work of the transport and highways services
- You will have significant post qualification experience to develop and deliver communication and engagement plans and activities and you will provide specialist communication and engagement advice and guidance to the BSIP project, UKSPF projects and Transport and Economy service area more broadly
- Work closely with the project managers to understand the project details and objectives in order to then develop complementary end to end communication and engagement approaches to support the project goals
- Develop understanding of the communities and stakeholders involved and design and implement an agreed communication and engagement programmes of activities that will achieve effective communication with the identified audiences
- Undertake the specialist role of communication and engagement within the team and provide professional advice to other team members
- Carry out research and analysis to support development of strategic communication and engagement plans to meet service needs
- Prepare and deliver key messages to targeted audiences via public consultation meetings, social media and on a one to one basis to influence and engage key stakeholders in achieving project milestones
- Provide support and advice to identified communities as detailed within the BSIP and Economic Development work programme and address any concerns and objections to take into account community priorities
- Undertake supervision of others and support their professional development including mentoring and support of designated staff, enhancing and developing competencies, disseminating research and best practice findings to improve the performance of the team
- Communicate effectively with members, stakeholders, colleagues and communities, both verbally and in writing through the appropriate use of reports and other record keeping within information sharing protocols and record keeping policies
- Manage delegated budgets and seek external funding to support service initiatives
- Communication and / or engagement qualification to at least NQF level 6 or above (minimum of an honours degree or equivalent), or equivalent demonstrable experience to give an in-depth level of knowledge necessary to undertake the most complex development of the service
- Practical experience of working within the professional area of public relations/communication, giving rise to a variety of technical skills and thorough understanding of the principles of the services available, work practices and processes
- Significant experience of working with complex and high-profile subjects, gaining demonstrable skills in influencing stakeholders and the general public for positive outcomes
- Ability to relate to a wide range of audiences, understand alternative perspectives and opinions, and to use that understanding to develop techniques to gain engagement with the projects’ development and achieve delivery
- Knowledge and experience of researching and applying current and relevant communication and engagement tools, especially digital tools to achieve strategic objectives
- A comprehensive knowledge of legislation and professional codes of practice for the service area
- Ability to collect, collate and present information in ways that is appropriate to the audience; factually, accurately and objectively
- Ability to manage/organise own work and that of colleagues to meet agreed deadlines
- Understanding of financial constraints and monitoring budgets
- Understanding and recognition of professional boundaries
