We are looking for an experienced Transport Capital Programme Director to provide dynamic leadership to the West Yorkshire’s transport capital programme and pipeline.
The successful candidate will oversee a multibillion-pound, multimodal investment programme, leading internal development, delivery and asset renewal teams. Focusing on cost-effective, effective asset management register and renewals plan.
West Yorkshire Combined Authority represents a population of 2.4 million people and an economy that is the biggest contributor to the UK economy in the North of England. we bring together the local authorities of Bradford, Calderdale, Kirklees, Leeds and Wakefield.

The Transport Capital Programme Director will work with the Combined Authority’s Executive Director for Transport and will oversee the delivery of the entire West Yorkshire transport capital programme, working closely with our five local authorities, ensuring delivery of our priorities, at pace with value for money.
You’ll also lead the development of the transport investment pipeline for all regional modes of transport to form a future Local Transport Plan investment plan at a conurbation and locality level, leading work with local authority partners, DfT and key third parties (including Network Rail) to prepare a capital programme that supports the vision for transport in West Yorkshire.

About you
To be successful in this role, you will:

  • Have significant experience of delivering large scale infrastructure projects/programmes, ideally in a multi authority environment.
  • Have expert understanding of business organisation and management, gained through comprehensive experience in the field.
  • Be an experienced leader managing commercial delivery models and effecting business change at a strategic level.
  • Highly developed communication skills with the proven ability to strongly lead, negotiate, influence and challenge colleagues and stakeholders.
  • Proven ability forming effective senior level working relationships with Members, Government and partner organisations.
  • Demonstrable experience of successfully managing large scale budgets.
  • Experience identifying and acquiring appropriate funding streams to deliver major capital projects.
  • Comprehensive experience of providing leadership in a complex public-private sector partnership context.
Other key responsibilities include:

  • Establishing commercial strategies through our delivery frameworks and management processes to enable the function to support the achievement of the Combined Authority’s vision.
  • Creating and demonstrating a strong performance management culture, ensuring that people are accountable for the delivery of outcomes and outputs.
  • Creating the right working environment for teams, with a solid ethic of achievement of our vision.
  • Championing the values and behaviours of the organisation to achieve outstanding results and have public accountability and transparency.
  • Significant direct budget responsibility and accountability, with other members of the leadership team, for taking a strategic overview of the organisation’s finances and ensuring that these are well controlled.
  • Managing communication challenges effectively in a dynamic and complex political environment.
