You will join us as a Programme Delivery Manager and will lead and be accountable for the delivery of the transformation programme required by the councils to translate the technology, customer and corporate strategies into successful projects. You will lead decisions around project prioritisation, influencing stakeholders to balance competing demands against available resources.

Programme Delivery Manager Responsibilities:

Strategy and Project prioritisation

  • Effectively secure and manage the resources required for the programme and its constituent projects, as part of the decision making process on the business justification and investment case
  • Establish and run the oversight and governance of the projects that make up the transformation programme, making recommendations and acting where necessary to improve the likelihood of project success and stop projects that are failing or no longer align to strategy
  • Responsible for the programme performance dashboard and recommendations to senior management on the action required in areas of stakeholder and change management, risk, dependencies, cost vs benefits and resource conflicts
  • Manage the competing priorities needed to strike the right balance between meeting stakeholder expectations and the resources needed to deliver. This will include making informed judgements and encouraging the right metrics from which to measure.

Strategic Engagement and Relationship Management

  • Assess collective implications of proposed and planned business changes as a result of the programme and influence and challenge business stakeholders through the planned activity to ensure changes are accepted. Recognise and manage any conflict between corporate and departmental requirements/needs to achieve a mutually satisfactory outcome.
  • Engage with and support the transformation communication plan required for effective information sharing and feedback to and from internal and external stakeholders

Team/Staff Management

  • Provide professional leadership and expert advice to the project managers and support officers, along with other project team members, as required.
  • Recruit and embed the specialist resources required by projects, ensuring smooth integration with the project teams to support successful delivery and performance manage their delivery against expected outcomes

Service Delivery

  • Ensure implementation and execution of the principles, policies, processes and standards required to govern, prioritise, manage, assure, control and deliver the entire Transformation Programme function, its programmes and projects, including the application of the most appropriate methodology for each project
  • Manage and maintain the key performance indicators for the service to identify trends and make recommendations for changes to the delivery methodology, governance and ways of working to ensure continuous improvement. Be accountable for the quarterly and annual service reports including successes and areas for improvement.
  • Manage the programme level view of significant risks and issues within projects and programmes and advise on solutions where necessary through the corporate risk management framework.
  • Manage the portfolio performance dashboard and recommendations to senior management on the action required in areas of stakeholder and change management, risk, dependencies, cost vs benefits and resource conflicts

Programme Delivery Manager Requirements:

  • a relevant professional qualification or equivalent demonstrable vocational experience
  • proven successful experience securing external funding and writing successful, engaging bids, preferably in the public sector.
  • Evidenced written and oral communication skills, ensuring clarity of messages, ideas and facts
  • Energetic, determined and positive attitude
  • an inclusive team player who can achieve performance and results individually and through others
  • aware of own strengths and weaknesses and committed to addressing areas for development
  • demonstrates a commitment to self-development
  • political awareness and experience of communicating complex information in a concise and engaging way
  • willing to travel, as required

Contract Type: Fixed Term, 12 months (with possibility of extension)

Hours:Full Time, 37 per week

Salary:Up to £57,485 per annum
