Overall Purpose of Job

To provide professional Technical and Quantity Surveying support based from our FM call centre, triaging hard facilities services jobs and supporting projects across our client rsquo;s diverse leisure based national portfolio of c2500 licensed premises, using Technical and QS experience gained within a similar FM operating environment. Support the team and client demonstrating Technical and QS skills operating in a commercial context such as preparation of quotes / estimates, cost plans, budgets, cashflow forecasts, interim and final accounts, valuations and payment certificates etc as required.

Working in a team environment, or on your own, leading and supporting planned and reactive FM jobs and small quoted works and projects, e.g. boiler changes, roof repairs / replacements, general compliance related remedial works, air conditioning installs etc. You will have excellent commercial skills and ideally leisure-based / licensed premises experience and will work on a portfolio of challenging small-scale projects nationally. You will be highly motivated and will have a proven ability to provide high quality service and communication to clients.

Main Duties, Responsibilities & Accountabilities

Providing helpdesk-based triage and a technical management / QS function to support emergency repairs to critical assets, processing of quotes and quoted works and managing small to medium scale FM projects and remedial works.

Manage and ensure compliance with all day to day and project budgets and service levels, ensuring quotes and works are delivered on time and to the required quality, including responsibility for all related follow up orders and tasks, and putting contractors to work safely.

Prepare tender documents for contractors and assist with the organising of procurement, PPM scheduling and general close contractor management, including the review and monitoring of risk assessments and method statements, delivering on agreed SLA’s and KPI’s to provide a bespoke technical FM and project service.

Provide weekly and monthly service level and task progress reports and analysis for internal monitoring and for the client.

Organise and monitor health and safety compliance and support in providing a reactive engineering and maintenance service for any short or long term requirements.

Build and maintain strong working relationships with the client, customers, sub-contractors and colleagues. Manage any staff allocated to the position.

Provide an efficient service closely monitoring budgets, recharges / invoicing and address any financial issues in a timely manner.

Liaise with project managers for any planned refurb or small works and prepare comparison of costs for services and one off works to achieve maximum value. Provide and update Cost Plans and benchmarking from feasibility to tender / delivery as required.

Plan for delivery of future projects and services in line with the client and Avison Young rsquo;s strategic business objectives.

Check and confirm that all sub-contracts and collateral warranties are duly executed appropriately and held on file so these can be used to support efficient day to day delivery.

Review and maintain cashflow forecasts ensuring consistency with cost plans and forecast costs throughout the duration of projects instigating a process of change control from pre-planning stage through to project delivery and completion.

Attendance of project and site / virtual meetings, reporting significant matters impacting cost, programme, and overall delivery of jobs to stakeholders.

Managing any change and ensure efficient use of the latest technology to ensure minimum disruption to day to day delivery and the timely completion of projects and information.

Desired Knowledge, Skills And Experience

The candidate must have previous experience of Technical Building Services/M &E/HVAC and Hard Services and Facilities Management to high level service level standards with experience in Hard FM service contracts management.

Capable of managing budgets and information using systems to provide efficient and effective reporting

Staff and contractor management experience

Capable of meeting and overseeing SLA and KPI agreements

Client facing personality capable of developing and maintaining key relationships within the business through excellent communication skills

Ability to demonstrate core Technical and QS skills and operate in an FM context such as preparation of estimates, cost plans, budgets, cashflow forecasts, interim and final accounts, valuations and payment certificates etc.

Knowledge of forms of appointments and collateral warranties.

Cost and general project related experience of a wide range of buildings or in leisure / licensed premises.
