An experienced direct tax investigations manager working within the NCA civil recovery and tax team to deploy the NCA powers of direct taxation under Part 6 of the Proceeds of Crime Act 2002 in line with HMRC guidelines as set out in tax legislation.

Job description

We are looking for an experienced Direct Tax Investigations Manager to lead a team of tax investigators who undertake direct tax investigations under Part 6 of the Proceeds of Crime Act 2002, working civil tax investigations in line with HMRC guidelines as set out in tax legislation. You will work within the Civil Recovery and Tax team, as part of the Asset Denial arm of the NCA’s Investigations Command.

Tax work is important to the NCA’s overall asset recovery performance, both in quantitative terms and also in terms of harm reduction. All of the referrals are from other teams within the NCA or from other law enforcement agencies and may fall across the whole of the UK. Frequently they are based on the fact that traditional criminal justice routes to tackle criminality have either failed or are not possible. The tax route allows law enforcement to have an impact on criminals who would otherwise retain the proceeds of their crimes.

You’ll be expected to work collaboratively with partners, both inside the NCA and external partners such as police forces, HMRC and other stakeholders.

Responsibilities

Key Responsibilities:

  • Lead a team of tax investigators directed at subjects concerned in serious organised crime using direct taxation powers to recover illicitly acquired wealth.

  • To manage the workflow of new referrals through the tasking process.

  • To authorise the issue of tax and penalty assessments, the use of information notices issued under Schedule 36 Finance Act 2008 to ensure that they comply with UK tax legislation.

  • To carry out regular assurance reviews of casework to ensure quality and consistency. Add value in order to direct the cases towards settlement/conclusion in the most beneficial and cost-effective manner.

  • Manage change activity and communicate proposed changes with staff and stakeholders. Set and monitor operational performance and ensure that all operations and projects align with strategic objectives, comply with relevant control strategies and oversee the update of risk registers.

  • To drive the use of asset recovery tools and legislation, providing advice and guidance to operational teams and partners on the options available to identify, freeze and seize illicit wealth.

  • To deliver high impact economic crime disposals, either through criminal justices, civil or regulatory outcomes, through maximising use of available legislation, NCA specialist resource and working relationships with partners.

Qualifications

The following qualifications/skills are essential to the role and proof will be required at interview:

Inspector Training Stage 1 - ITS 1 (or predecessor courses, Accounts Investigation Course (AIC), Inspector Training Course (ITC), Full Technical Training 1 (FT1).

or

Business Driven Development Programme or equivalent Tax Professional pathway training in direct tax.
