About the Disclosure & Barring Service:

The Disclosure and Barring Service (DBS) was established under the Protection of Freedoms Act 2012 on 1 December 2012, operating from two sites, Liverpool and Darlington. We provide disclosure functions in England, Wales, Jersey, Guernsey and the Isle of Man, and barring functions for England, Wales and Northern Ireland, on behalf of government.

DBS operates within the safeguarding arena alongside our multi-agency partners. Safeguarding means protecting people’s health, wellbeing and human rights, and enabling them to live free from harm, abuse and neglect.

Key Responsibilities

In partnership with the HR & OD leadership team and key stakeholders, continue to build the roadmap for the development of the Talent, Learning and Development proposition via the’ ‘DBS Academy’ ensuring it is aligned to the strategic direction and ambitions of DBS.

• Lead the talent, learning and development team in the provision of creative, innovative, and agile learning interventions that meet the changing cultural needs of the business. Including the progression of digital learning solutions and working with our Strategy & Performance Directorate new approaches to knowledge sharing and personalised learning.

• Support, challenge, motivate and engage the talent, learning and development team; manage performance and development, providing expertise, coaching, and ensuring the delivery of an innovative and high-quality service that meets business requirements and supports the delivery of DBS strategic objectives. This includes the matrix management of technical trainers residing in the operations functions to ensure quality standards are achieved.

• Commission and manage additional internal or external resources as and when required to ensure cost-effective delivery of ‘DBS Academy’ services within agreed timescales.

• Responsible for ensuring a robust set of impact and performance KPIs are developed and produced in line with the business objectives, corporate metrics, and reporting requirements.

• Working with assigned resources from our Transformation Directorate, programme manage the delivery of multi-stranded learning and talent development projects and initiatives.

• Keep up to date with learning and talent development methods, tools and techniques from the external marketplace which can be applied to achieve more effective learning and use this knowledge to propose innovative modes of delivery for DBS

• Ensure any new and innovative technological solutions are used creatively to facilitate learning and improve capability within DBS, including leading on the exploration of any new digital solutions to support the Academy implementation.

• Model a strong employee engagement approach to establish effective and productive working relationships with senior managers and colleagues and deliver customer focused talent and development initiatives that improve the employee experience.

Qualifications

Essential:

• Degree or equivalent level qualification or significant professional experience.

• Member of the Chartered Institute of Personnel and Development (CIPD).

Desirable:

• Post Graduate qualification in Human Resources, or CIPD Level 5 in Learning & Development or any equivalent/relevant qualification.

• Project or programme management certification.

Essential Experience:

• Expertise in learning and development, talent management and creating a learning culture.

• Experience of leading an L&D or OD team to deliver services and products that impact the development and performance of employees within an organisational setting.

• Experience of commissioning services and supplier management in the Learning and Development arena.

Desirable:

• Experience of developing external propositions to offer third party users learning services.

• Problem solving and analysis skills, with the ability to develop creative solutions.

• Excellent relationship management, influencing, facilitation and presentation skills.

• Commercial awareness and an understanding of delivering value for money.

• Presence and credibility to work with senior colleagues and partners

• Consultancy skills and the ability to partner with the business to understand and articulate needs.

• Skilled in project management and able to plan and manage a broad portfolio of activity.

• Resilience in challenging circumstances: ability to work under pressure, remaining calm but decisive.

• Highly effective communicator in person, in writing and in electronic media.
