ROCU - Surveillance Trainer

Grade – Grade 6

Salary – £30,777 - £36,369

Core Hours Monday to Friday 8am x 4pm (Staff will be expected to work alongside mobile teams when developing staff and providing tactical development. On occasions this will involve working beyond 4pm Monday to Friday. This will be reimbursed via Police Staff regulations for additional hours worked and shifts worked.

This role does not attract On Call Duties

BACKGROUND

The Regional Organised Crime Unit - West Midlands (ROCU - WM) is a collaboration consisting of the 4 police forces within the West Midlands Region – Staffordshire, Warwickshire, West Mercia, and West Midlands. Our aim is simple - to reduce the threat of organised crime. We achieve this by working alongside other UK law enforcement agencies and partners from both the private and public sectors and by targeting those areas of criminality we believe pose the greatest threat to people and businesses within the West Midlands region.

ROLE

An exciting opportunity has arisen for a Surveillance Trainer within the West Midlands Regional Organised Crime Unit (ROCU –WM) Surveillance Unit.

Specific Role Purpose

  • Provide Training to candidates throughout The Counter Terrorism and Organised Crime Academy Process and post Q1/Q100 surveillance accreditation.
  • Development for all surveillance staff alongside College of Policing courses and guidelines in conjunction with APP
  • SFIC training for WMROCU regions
  • Above training will include operational deployments to provide support/development to surveillance staff

Key Responsibilities:

Surveillance Training:

  • To plan, design, prepare, quality assure, co-ordinate and deliver the content and delivery of National surveillance Training.
  • Facilitate opportunities for learning and personal development in accordance with the National Training and Development Strategy.
  • To develop, validate and evaluate training courses to ensure they achieve organisational objectives, meet customer requirement and contribute to the personal development of students.
  • To research, prepare and update lesson plans and any associated training material including hand-outs, PowerPoint slides, etc. for all courses.

  • Address training issues highlighted in operational or exercise reviews/debriefs to ensure operational performance is maintained and developed.
  • To assist with day-to-day administration including but not restricted to; student attendance and liaison with relevant parties, resource preparation, etc.
  • To be responsible for the supervision, discipline and welfare of students whilst they are on the course and to provide the necessary support and encouragement required for them and their mentors in the workplace.
  • To assist in monitoring the effectiveness of the learning and development programmes through the identified evaluation process.
  • To ensure training products are fit for purpose in line with the principles of Best Value.
  • Take appropriate action in order to create a healthy working and training environment in keeping with the H&S policy and processes.
  • Monitor and ensure all staff are given equality of opportunity within the learning and development environment.
  • Liaise with National and Regional departments where necessary, to maintain consistency of training delivery.
  • Support to regional training for partner agencies (FIREARMS/CTU/NCA/ACU)
  • Promote equality, diversity and Human Rights in working practices by developing and maintaining positive working relationships, ensuring that colleagues are treated fairly and contributing to developing equality of opportunity in working practices.
  • No Police Power Required

Surveillance Academy Training:

  • Organisation of CTOC Academy awareness sessions including training for underrepresented groups.
  • Organisation and assessment of College of Policing pre selection courses prior to Q1.
  • Organisation and training for field training prior to Q1 attendance.
  • Supply mobile surveillance support to operations by use of mobile and foot tactics in support of Academy Staff as part of an Academy Surveillance Training and development Team/Operational Surveillance Team
  • Identify and manage operational risks and undertake dynamic risk assessments as part of training events

Surveillance Duties:

  • Undertake surveillance duties by way of physical and technical observations which could be static, foot, mobile or technical observations in line with the Regulation of Investigatory Powers act 2000 and Police Act.
  • Provide statements of evidence in support of the criminal prosecution of subjects.
  • To manage operational surveillance product effectively within legislative guidelines.
  • Prepare and drive police vehicles safely in line with Force Policy and departmental operating procedures.
  • Undertake training as directed by the Surveillance Manager in legislation, log keeping, and general surveillance field craft in order to maintain skill level.
  • Be conversant with all items of technical equipment necessary to undertake surveillance, maintain knowledge and to keep abreast to current technological developments.
  • Be able to make use of cameras and other equipment to supply imagery for use for intelligence and evidence.
  • Strive and achieve best value in the work undertaken and where possible develop and maintain best practice.
  • Develop and maintain a good working knowledge of Serious and Organised Crime and Terrorism landscape in order to ensure up to date awareness of both issues locally and globally that impact on our area of business.
  • Deliver to service user’s evidence, intelligence or other information of subjects in line with legislation and policy.
  • Undertake the role with professionalism, integrity and empathy.

Customer Service and Representation:

  • To present a positive image and service to both internal and external customers
  • Individuals are required to effectively engage with internal and external customers at all levels, in order to provide a high quality standard of service
  • Maintain confidentiality in relation to data protection issues and Management Of Police Information (MOPI) standards
  • In addition, the post holder must be prepared to undertake such additional duties which may result from changing circumstances, but which may not of necessity, change the general character or level of responsibility of the post.
  • Develop and maintain a good working knowledge of Serious and Organised Crime and Terrorism landscape in order to ensure up to date awareness of both issues locally and globally that impact on our area of business.
  • Undertake the role with professionalism, integrity and empathy

Essential:

  • Previous experience of training Q1 and Q8 and support to College of Policing.
  • Previous experience of dealing with matters of a confidential nature
  • Experience of obtaining evidence and intelligence
  • Experience of using photographic and technical equipment.
  • Must hold a Advanced Driver’s certificate
  • Must hold a Q1 Surveillance Certificate
  • Must hold a Q1 Trainers Certificate
  • Must be qualified to train Q8 SFIC courses.
  • Must be computer literate and proficient in Microsoft Word.
  • Qualifications must be valid in line with set timescales for requalification

Desirable:

  • Evidence of successful interpretation and application of relevant legislation, including contributing to new legislation /national bodies (COP)

Appointment to this role will be dependent upon successfully passing vetting and medical checks, which may include a drugs test and if required a fitness test.
