Intelligence Case Officer (SIU)

Please note this position is open to officers from the following forces, West Midlands, Warwickshire , West Mercia and Staffordshire Police.


Applications are invited for the post of Intelligence Officer within the ROCUWM Sensitive Intelligence Unit (SIU), part of the Regional Organised Crime Unit for the West Midlands (ROCU), currently based in central Birmingham.

The ROCU is a collaborative working environment between Staffordshire, Warwickshire, West Mercia, and West Midlands Police. The aim of the ROCU is to reduce the impact and increase the disruption of serious and organised crime within the region and beyond. We target those areas of criminality we believe pose the greatest regional threats to the people and businesses of the area we cover. Working alongside other UK law enforcement agencies and many other partners from both private and public sectors, the ROCU will directly influence the capabilities of these groups, stifling and reducing their criminal activity.

The SIU provides an oversight and management of sensitive intelligence functions, maximising our capability to act more effectively in support of tactical and strategic priorities. It allows us to reduce risk, threat and harm and ensures our compliance with legislation. A critical function is to develop and utilise intelligence in direct response to complex criminal activity.

The SIU is a secure environment that is able to receive, assess, analyse and disseminate all intelligence. We achieve this by providing a functionality that protects capability and methodology, whilst allowing investigators to benefit from intelligence gained. As an Intelligence Officer you will support both proactive and reactive operations.

As an Intelligence Officer you will:

  • Evaluate information to determine its intelligence potential
  • Develop and research information and intelligence reporting findings in order to support investigations.
  • Contribute to the preparation and presentation of intelligence summaries and subject packages to support investigations
  • Interrogate appropriate Force and National databases and systems to develop intelligence and conduct open source research in accordance with NPCC guidelines
  • Maintain a personal knowledge of covert techniques and their application for proactive and reactive instigations including applicable legal and regulatory constraints
  • Comply with disclosure requirements that fall within CPIA legislation.

Essential skills:

  • Experience of working in an intelligence/information field
  • Experience of identifying intelligence gaps with demonstrable ability to prioritise, evidencing research skills with the ability to problem solve
  • Knowledge of the National Intelligence Model (NIM) and NPCC Guidance on the Management of Police Information (MOPI).
  • Knowledge of police systems and policing; current legislation, policies and procedures (e.g. GDPR, Human Rights Act, CPIA).
  • Demonstrate highly effective interpersonal communication skills: including verbal and written skills. The post holder will be articulate, methodical, conscientious and concise.
  • Demonstrate a high level of computer literacy and experience of using Microsoft Office applications.
  • Work effectively with minimum supervision whilst remaining team focussed. Ability to work under pressure, prioritise workloads and produce accurate work within tight deadlines.
  • Flexible approach to working hours. Able to evidence self-motivation and use of own initiative. Excellent time management skills and a good co-ordinator.
  • Ability to operate with the highest standards of integrity, discretion, confidentiality and aptitude to digest complex operational plans and manage highly sensitive information within the Government Security Classification (GSC) and Security Policy Framework (SPF).

Desirable skills and Other information:

  • The post is subject to successful completion of vetting to SC (Enhanced).
  • IPP and / or H5 Accreditation
  • Experience and knowledge of CycComms Applications and CDIU processes
  • Should have an interest in and be willing to maintain personal knowledge of changes in IT and communications technology
  • Due to the nature of this role it is essential that you’re flexible in terms of your working location and are prepared to work temporarily at other locations at short notice. Due to the requirement to work flexibly and unsocial hours; public transport may not be available or suitable at these times.
  • Must have capability to travel to different locations across the Region.
  • The post holder will be expected to undertake training as and when required
  • The post holder will be expected to comply with health and safety requirements
  • You will work on a shift pattern which encompasses early mornings, late evening shifts and weekends.
  • Officers applying will be eligible for the public transport concession giving free travel to and from work on West Midlands Trains, Chiltern Trains and Cross Country Rail as well as numerous bus services.

Vetting-

Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.

Medical-

Appointment to this role will be dependent upon successfully medical checks, which may include a drugs test and if required a fitness test.
