The UK spends approximately £8-10 billion per annum on Medical Technology (MedTech). MedTech encompasses most of the equipment and consumables used by the NHS and care sectors. The pace of technological advancement is substantive and provides both opportunities and challenges to harness innovation, and adapt our regulatory, operational, commercial, and clinical practices to keep up with and take advantage of the opportunities created.

Reporting to the Equipment or Consumables Reserve Leads, the Reserve Managers will lead on the management of the critical care equipment and consumables reserves including demand monitoring and management, stock rotation, alternative identification & incident response, forecasting and analysis, reviewing & approving orders, supporting reserve development & liaison with SCCL. The effective management of the reserves will directly affect patients, savings lives and improving health outcomes. The reserves have provided additional critical care resilience to the NHS during the covid-19 pandemic and will need to evolve as covid-19 becomes endemic in the UK population and as future challenges facing the health service emerge.

The Reserve Managers will be approving allocations particularly on low volume lines in the reserves so that they reach the parts of the NHS where they will have the greatest impact. They will also need to maintain oversight of data reporting and processing so that decision makers in the Department and NHS can rely on high quality data to inform policy and operations.

Each Reserve Manager will have one direct report. They will play an active role in creating and maintaining an environment where staff engagement and morale are high, enabling individuals to fulfil their own potential and make an effective contribution to priorities is essential to success, along with the creation of an inclusive culture and achievement of goals outlined by the DHSC diversity and inclusion strategy.

The Successful Candidate Will Undertake The Following Roles

The ability to interact confidently and effectively within the Department across Government and more widely, providing subject matter expertise, evidence based analysis and recommendation as well as advocating in support of the Departments policies and objectives, and the interests of the health and social care system will be an important aspect of this role.
  • Managing part of a small team making available critical care equipment and clinical consumables to frontline NHS services in England and to the Devolved Administrations
  • Leading the continuous development of the critical care reserves with the support of a direct report
  • Leading some engagement with a range of stakeholder, including across government, the Devolved Administrations, the NHS, and supply chain.
  • Work with SCCL (NHS Supply Chain) to ensure continuous development of the National Reserves, including overseeing volume control and allocation, maintenance management, demand and shortage management, reserve forecasting & analysis, stock rotation and disposal.
  • Lead on the SCCL relationship to ensure agreed levels of reserve readiness are always maintained and oversee demand management activities.
  • Maintain governance processes so allocations are approved at the right level and escalated where critical, and are delivered in a timely manner in support of incident response.
  • Monitoring and direction of engineering, support, and maintenance contracts to ensure agreed levels of reserve readiness are always maintained.
  • Line management of one direct report
  • Ensure continuous data collection, submission, and quality with respect to stock movements, acquisitions, and disposals, including period stock takes and audits.
  • Lead the reserve analysis and report preparation as directed.
  • Oversight of horizon scanning for risks, opportunities and to understand emerging trends. Ensure there are impact assessments for any risks identified and that appropriate mitigation plans are co-ordinated and implemented in accordance with the Reserves Strategy.
  • Develop high-quality briefings and advice, related to the work of the Directorate for ministers and senior leaders.
Essential

The successful candidate requires the following skills:
  • Experience of managing stockpiles, reserves, logistics or other relevant experience, including regular supplier management, maintenance management, building and leveraging relationships across teams and between organisations to deliver on priorities.
  • Experience of delivering operationally to strategic objectives – reporting on milestone delivery effectively to meet deadlines remaining calm to deliver results at pace
  • Excellent communication skills, including written and verbal communicating to a high standard.
  • A good understanding of cross-team objectives and ability to identify connections and interdependencies between workstreams to align priorities and activities.
  • The ability to deliver a high-quality service, including producing briefings and responding to request and queries with often tight timescales.
  • Experience of researching and interpreting information from a range of complex sources to form well-considered, logical opinions. Including but not limited to contingency planning.
  • Proven ability to remain calm under pressure and adapt well to consistently changing environments.
Desirable
  • Awareness of how medical technologies are deployed across the Health and Social Care sector and the role they play in supporting the delivery of health and social care objectives and strategies.
  • Knowledge of the medical devices industry and supply chains, and an understanding of the commercial drivers for industry and the health and social care system
  • An understanding of public procurement and commissioning, in particular within the health and social care context.
  • Awareness of the regulatory frameworks governing the production, sale and distribution of products medical products in the UK, EU and US, and the role they play in ensuring patient safety.
  • Understanding of the wider policy environment and Government priorities for health and innovation.
