An exciting new opportunity has arisen for one of our long-term healthcare clients.

Initially Quantity Surveyor / Project Manager (Facilities) with the opportunity for the successful candidate to expand the role and build a long-term career within a highly successful organisation.

This key hands-on role within the management team will lead and actively manage delivery of all hard FM services including planned maintenance, lifecycle replacement and related compliance activities at all our Healthcare sites.

The diverse role encompasses identifying innovation, efficiencies and growth opportunities within existing operations, as well as delivery of client project pipeline within budget, timescales and to exceptional quality standards.

Although an office based role in Livingston, a regular visible presence at each of the sites below is critical to performance of the role.

Constructed and FM services provided under PFI contractual arrangements:

Nottingham -NHS provide clinical services specialising in adult mental health and mental health service for older people through in-patient services and a range of supporting and community service teams.

Edinburgh -NHS provide clinical services specialising in short-term and respite care of dementia and challenging behaviour as well as the frail and elderly.

Edinburgh -NHS provide clinical services specialising in in long-term psychiatric and palliative care.

Stockport - Clinical services are provided by two NHS clients covering services including acute mental health for older people, step down care, medical rehabilitation, and palliative care, as well as a range of community service teams.

FM services are an integral element of delivering overall service excellence at their care home in Edinburgh too.

Experience

- The role would be suitable for, an experienced facilities manager or qualified surveyor.

- Sound understanding of standard maintenance and construction contracts is a prerequisite.

- Experience of PFI operations and/or PFI contractual arrangements would be advantageous but not essential.

- Exposure to Health Technical guidance, especially in an adult mental health environment, would be an advantage.

Skills

- An excellent communicator, both written and verbally, able to interact with public sector clients of all levels, contractors and consultants and employed staff.

- Excellent organisational skills and time management, prioritising workload to exceed client expectations.

- Strong sense of urgency and desire to succeed.

- Ability to anticipate issues and ensure early intervention.

- Possess strong commercial negotiation skills.

Future development

- The successful candidate would be well placed to expand the role. Succession planning affords the opportunity, over time, for this role to direct the commercial and operational delivery of significant PFI variations/future projects and lead project handback compliance.

Key Role Responsibilities

Hard FM

Responsibility for delivery of ongoing maintenance and lifecycle replacement programmes including contractor selection, procurement, performance monitoring and review. Management of project budgets to achieve proactive cost prevention.

Hard FM

Through a process of annual site-based building conditions appraisal:

· Ensure PFI contractual compliance.

· Develop replacement plans.

· Develop building asset replacement register.

· Actively manage cost control.

Variation Works

Translation from client scope to delivery of variation works to specification, on time and budget to agreed commercial and risk profile in conjunction with client and Healthcare teams.

Compliance

Continuous and demonstrable hard FM compliance including fire, mechanical and electrical systems, as well as water safety. Ongoing development of on-site systems and staff skills.

Client liaison

Establishing and maintaining public sector client relationships including:

· Oversight of and input to site performance reporting.

· Specific client reporting relating to hard FM contractual, compliance and performance matters.

· Commercial client discussion relating to minor works and hard FM variations.

Ad hoc hard FM input to legal documentation and funder, Technical Adviser and insurance reporting.

Staff

Line management responsibility for the Nottingham site-based team including the general manager and FM team. Supervision of on-site Building Managers at other sites in respect of hard FM services.

Local Agreement

Helpdesk instructions

Commercial application of contractual service obligations and clarification of those in local working practice agreements and helpdesk instructions.

H&S

Oversight of H&S obligations as they relate to hard FM on each operating site in conjunction with group H&S specialists.

Quality

Ad hoc input to quality management system relating to hard FM operations alongside group QMS specialists

Payment Mechanism

Responsibility for commercial agreement of mitigation and service penalties with the client. As such, gaining an understanding of the contractual principles underpinning operations is key.

Forecasting

Delivery of annual budgets and multi-year forecasts for routine and planned maintenance and lifecycle replacement. INDCF
