Quality Manager - Leeds

The Transpennine Route Upgrade (TRU) aims to deliver faster, longer, more frequent and more reliable services across the north of England, from Newcastle, Hull and York towards Manchester and Liverpool via Leeds.


The aim of the TRU Alliance is to transform the East of Leeds route allowing people to travel faster, more reliably and in greater comfort between the North’s great cities. Providing passengers with more choice, more seats and better facilities on a safer, cleaner, more environmentally friendly railway.


The Quality Manager acts as a catalyst for management system compliance and continuous improvement over all project phases by influencing actions for quality, the Quality Manager having the authority to intervene at any stage in the project in situations of non-conformance in proceedings, or detriment to project results.


The post is appointed to the TRUe Alliance to assist the Business Improvement department in implementing the Alliance Management System, which complies with Partner Company and Client standards, statutory requirements and industry best practice throughout its operations and services. The post holder will be responsible for the provision of professional quality systems assurance support to the Alliance.


What you will be doing

  • Develop good working and collaborative relationships; providing support and guidance to the Alliance organisation and construction site management teams, enabling them to manage their sites to high standards and in line with Alliance procedures.
  • Supporting the Alliance in developing the quality plans, procedures, forms and checklists for quality, that are aligned with Alliance and contract specific needs, and that meet the requirements of the Quality Management System.
  • Supporting the Alliance in developing strategic level management plans, procedures, policies such as the Governance Handbook and Project Execution Plan.
  • Ensuring the effective execution of management plans to achieve quality and the active participation in readiness checks and quality gate reviews.
  • Supporting Project Managers in ensuring quality control through the supply chain with focus on the supplier capability, qualification, assessment, and the selection processes, and the interface relationships for quality, including partnerships and collaborative working arrangements.
  • Ensure appropriate investigations are conducted and actions identified to eliminate the cause of potential and actual non-conformities to prevent their occurrence and in all cases of non-conformity, the actions to eliminate the root cause.
  • Planning and conducting maturity assessments to understand the level of organisational maturity within the Alliance. Supporting the Alliance to implement necessary actions to address any areas of weakness.
  • Planning and coordinating continuous improvement actions for all phases of the project to share good practice, feedback experiences and drive best practice, typically through continuous improvement workshops, training, lessons learnt reviews, etc.
  • Coordinating the Value Engineering & Performance Excellence process including capturing ideas, assessing suitability alongside technical experts, completing business cases, securing funding and ensuring robust implementation plans and tracking of benefit realisation.
  • Coordinating the Lessons Learned process across the Alliance including facilitating lessons learnt reviews, drafting reports and communicating findings.
  • Ensure suitable project audits and site inspection, etc. are conducted and ensuring implementation of required actions, including the follow-up of corrective actions to a conclusion.
  • Managing professional feedback to and from the customer and acting as the internal voice of the Alliance on quality matters, including complaints, non-conformities, etc. to ensure satisfactory outcome
  • Reporting quality status, KPI’s, quality incidents and root-cause-analysis and participating in quality status reviews
  • Identifying qualification / competence requirements and initiating training for project employees to ensure knowledge of quality methods to be applied, process awareness and enhancement of knowledge.
  • Coordinating the Alliance’s efforts to achieve compliance to ISO 44001 Collaborative Business Relationship Management systems including maintenance of the Joint Relationship Management Plan and supporting documents.
  • Development and deployment of the Alliance Building Programme including tender activities and sub-contractor management for external service provider for collaboration and behavioural support. Coordination of Team Building Events and coordination of the Alliance Knowledge Sharing process including facilitating sessions where appropriate.
  • Ensure quality management system records are maintained and kept readily available.
  • Assisting the Alliance in achieving compliance with the legislative and procedural expectations of the HSE, ORR, EA and other Enforcing Authorities, and to ensure that managers within the Alliance are provided with appropriate mechanisms to meet their HSSEQ obligations.
  • Promoting a culture of quality and continuous improvement typically through quality focused communications, activities at alliance events, knowledge sharing sessions.
  • Represent the Alliance on functional and working groups, as directed.
  • Any tasks as required by the Business Improvement Manager to provide support to the site delivery teams.


Who we are looking for

  • Qualified QMS Lead Auditor (ISO9001; 2015).
  • Detailed knowledge and suitable qualifications in Quality processes, standards and improvement techniques.
  • Associate membership of CQI (ACQI) or equivalent.
  • Completion of the Siemens internal QMiP training course is desired but training will be provided.

  • Degree
  • NEBOSH Construction Certificate
  • IOSH Working with Environmental Responsibilities
  • Practitioner Membership of CQI (PCQI)
