It is an exciting time for HM Land Registry as we continue on a major transformation programme. HMLR’s ambition is to become the world’s leading land registry for speed, simplicity and an open approach to data.

We are now looking for Lead Business Analysts to join our Digital, Data and Technology team to help us to achieve this.

You will join our award-winning Digital, Data and Technology Directorate which is the in-house IT division at the heart of the move to a digital, data-driven organisation with the ambition to provide our customers with cutting-edge digital services.

Our existing software systems form part of the critical national infrastructure, safeguarding land and property ownership valued at £7 trillion, enabling over £1 trillion worth of personal and commercial lending to be secured against property across England and Wales.Reporting to the Head of Business Analysis, you will provide recommendations to Programme Boards around the scope and priorities of work to be completed to align with Business Plans and Business Cases, whilst understanding and shaping the direction of Programmes through complex analysis to create solutions for delivering against business capabilities.

As a Lead Business Analyst, you will be working with a team of Business Analysts to ensure analysis is carried out on all solutions using the correct tools and methodologies and will act as a point of escalation for more complex issue resolution within Programmes. You will support the setting of clear standards and direction for improving the technical processes and capability of the practice and will be responsible for the day to day management, resourcing and capability building of Business Analysts within your team.

To be successful in this role, you have significant technical experience gained within a Senior Business Analyst role along with extensive proven expertise in modelling business processes, eliciting and documenting business requirements; using a variety of tools, techniques and methodologies to enable quick assimilation of information.

You will have a deep understanding of digital service delivery, including agile and service design; and the cultural, organisational, functional and process change required to achieve it. Your experience working with Business Architecture will enable you to implement a Business Capability based approach to development and decision making.

You can resolve problems and influence decisions with senior stakeholders, whilst having the ability to present and articulate credible narratives at all levels across the organisation.

Due to Covid-19, the role will initially be home based so an induction and training will be carried out remotely, with full support from the team. Once safe to do so, you will be based in one of our 14 office locations.

Where an individual taking up the responsibility will be based in Swansea Office, the ability to speak Welsh is desirable.
