Project Manager

National Highways have an excellent opportunity for a Project Manager to plan and manage the delivery of a portfolio of projects within the Region’s rolling 5-year capital programme. Managing the performance of the project teams, multiple external contractors and consultants. Ensuring adherence to effective governance, quality assurance, health and safety, technical and specialist standards across the supply chain and National Highways, to ensure successful delivery of agreed project outcomes and acting in line with mandatory and delegated responsibilities.

This position will be based in Guildford, Basingstoke or Maidstone.

What you’ll be leading on

  • Manage the delivery of a complex portfolio of inter-related allocated projects within the Region’s rolling 5 year capital programme, across all stages of the project lifecycle, from design to introduction into service.
  • Develop and maintain strong collaborative relationships with the Regional management Team, Programme Delivery managers, key stakeholders, suppliers, contractors and across National Highways teams, to ensure full mutual understanding of the portfolio’s strategic and delivery objectives, to drive and report on and review delivery performance, to agree solutions that resolve complex issues and to prepare project business cases .
  • Manage and motivate multiple supply chain partners and contractors to deliver allocated portfolio to programme, cost and quality, whilst driving efficiencie
  • To comply with National Highways Operations Quality Management System (QMS) on all projects in scope to enable delivery within agreed parameters for quality, cost and time ensuring they meet intended out comes for customer service levels, corporate standards, technical requirements, specialist needs and health and safety .
  • Programme management, reporting and risk management against the capital expenditure budgets for all projects in scope, ensuring effective financial and contractual practices are in place and adhered to by all project resources.
  • Ensure National Highway’s reputation is maintained throughout delivery of projects delivering best practice customer and stakeholder communications to continuously manage the customer perception of projects in the programme, maintaining or improving customer satisfaction scores.
  • Ensuring the health and safety needs and wellbeing of customers, employees and all parties involved in projects, are fully considered and accounted for throughout the planning and delivery of each service activity

To be successful

  • Evidence of leading people and teams to successfully deliver high value capital and privately funded investment portfolios of renewal and improvement works.
  • Good understanding of relevant legislation such as Section 278, 4, 6 etc, technical standards and needs, construction practices in Construction.
  • Good commercial and contractual acumen, with clear understanding of the relevant supply chain contracts to deliver outcomes and drive value for money, including budget planning and management.
  • Excellent stakeholder management and communication skills, with the ability to bridge the demands of multiple stakeholders and suppliers
  • Proven portfolio and project management experience with related qualifications.
  • Up to date knowledge and understanding of CDM Health & Safety regulations
  • Knowledge of Highways and Structures construction and maintenance practices
