What are we looking for


We have an opportunity for a Project Controls Manager (PCM) who will assist with leading the shaping and implementation of meaningful Project Controls across the full project spectrum in a dynamic and fast-paced environment, taking the lead in defining and owning fit-for-purpose processes and procedures for the cost and estimating facets of controls. The post holder will be a hands-on PCM that is equally at home providing a service to project management by producing detailed project artefacts (Schedules, Lookaheads, Forecasts, Risk Registers etc) and taking a more tactical view by leading the trajectory of continuous improvement of project controls – specifically Key Performance Indicators (KPIs) and Reporting - across an enterprise / programme(s) using the universal language provided by the Association for Project Management (APM) and APMG International.


The post holder will have line management responsibilities and may be required to support projects or work packages that need more dedicated support and associated stakeholder management.


Responsibilities


  • Process owner to lead, develop and implement best practice, meaningful, scalable and fit-for-purpose KPI and Reporting outputs across the business.
  • Develop and manage project control artefacts across the Research & Development (R&D) and Development Project areas of the business.
  • Drive continuous improvement of KPI and Reporting processes and tools – ensuring a seamless fit with Planning & Scheduling, Risk & Change Control, Cost Management and Estimating – in delivering a fit-for-purpose Project Controls service to project stakeholders.
  • Chair and drive to completeness the Governance Cadences / Required Artefacts / Close-out Actions for your area of the business.
  • Produce and present accurate and succinct reporting outputs to a wider stakeholder group – using targeted language suited to the receiving audience.
  • Manage, develop and mentor members of the Project Control Development.
  • Engage with the nominated departments and stakeholders – in addition to the wider business - to deliver an integrated Project Controls service and produce timely, accurate, useful data to drive delivery, report current status and scan the horizon to ensure predictable, dependable Business Information is at the fingertips of the SLT / ELT stakeholder group to make informed decisions.
  • Actively and pro-actively ensure that up to date information is chased down and reflected in all outputs.
  • Engage and work with the Project Control Team to pick up, address and tackle emerging challenges with a can-do work ethic.
  • Build effective working relationships with internal peers and colleagues in addition to the client’s delivery team. Willing to foster knowledge sharing, learning, development and collaboration across projects and stakeholder groups.
  • Display enthusiasm, passion, and confidence, combined with an open communication style.
  • Identify and propose improvements to project or business processes and how to implement them.
  • Input to the right culture. Ensuring works are performed within the Quality, Health, Safety & Environmental (QHSE) culture necessary to achieve exceptional results in delivery.
  • Upskilling wider team. Work collaboratively to ensure the sharing of knowledge, experience and best practice.
  • Assist with project development, delivery and performance in accordance with best practice.
  • Comply with all Health & Safety policies and procedures – actively recording observed behaviours and events that are contrary to process via the in-house system.

About You


Knowledge and Experience


  • Educated to degree-level or equivalent vocational qualification (HND, HNC, City & Guilds) plus relevant industrial experience.
  • Practitioner level qualification in project management / project controls (APMG / APM / PMI)
  • Microsoft SQL / Power BI / Excel VBA (or similar) Developer-level vocational training certification a distinct advantage.
  • 10-15 years of demonstrable experience in Programme and Project Controls in technical CAPEX Portfolios / Programmes / Projects – ideally with exposure to sciences R&D within a manufacturing setting – with a focus on KPI definition and Reporting digitisation and automation.

Skills and Abilities


  • Ability to develop and build a successful reporting suite and accompanying set of metrics.
  • Collaborative behaviour with a proven ability to bring together disparate departments to achieve a common outcome in a time-pressured environment.
  • Ensure safe methodology is applied at the planning stage and ensure the most cost & time effective method is undertaken.
  • Advanced knowledge for the application of Earned Value Management / PMB / Planning interface.
  • Earned Value Analysis Data interpretation expert.
  • Advanced knowledge to extrapolate, spot trends, conduct root cause analysis through application of mathematical concepts and communicate them in a succinct language understandable by the target audience through visualisations, dashboards and meaningful outputs to enable and drive BI decisions and outcomes.
  • Key interface with Finance for enabling the tracking and monitoring of PV, ETC, EAC, BAC – among other key metrics to be determined.
  • Working knowledge of Risk & Value / Cost / Estimating / Contingency budgeting and forecast alignment with Planning and how to bring them to life for a target audience with diverse skills-sets.
  • Expert-level knowledge of how to produce, interpret and engage stakeholders with Project Control metrics and reporting outputs.
  • Demonstrable ability of building and implementing project controls artefacts from first principles.
  • Proven line manager who can develop, mentor and performance-manage members of a team at all career levels.
  • Demonstrable ability to produce fit-for-purpose and roll-out Key Performance Indicators and metrics across multiple areas of a diverse business landscape to enable trends-analysis and early intervention / mitigation of contract penalties and liquidated damages and protect project / business margins and profitability.

DESIRABLE SKILLS:


  • Developer level user of MS Excel / Visual Basic / SQL.
  • Developer level user of analytics software – e.g., Microsoft Power BI.
  • Advanced-level user of Microsoft Dynamics is highly desirable.
  • Demonstrable advanced-level knowledge of industry-standard planning software (Microsoft Project Professional / Server / Enterprise / Project Online)
  • Proven user of other Planning systems – Primavera P6, ASTA, SAP – a distinct advantage
  • Working knowledge of industry-standard cost management software and practices (Deltek Cobra / Oracle Projects / SAP)
  • Working level knowledge of industry-standard risk management software and practices including qualitative and quantitative cost and schedule risk analysis (ARM / PRA / Safran / @Risk)
  • Expert-level knowledge of industry-standard Earned Value and Reporting software and practices (Deltek Cobra / ACUMEN FUSE)
  • Programme / project management experience.
  • Incorporated / Chartered Engineer in a related discipline (mechanical / civil / electrical / chemical).
