This is a specific Project manager role for someone to set up and deliver the Household Support Fund within Staffordshire.

You will be required to set up he processes, work with partners to embed the delivery of the programme, complete the MI returns and manage the budget accordingly.

The role is based in Staffordshire and the candidate will be based at Staffordshire Place 1 in Stafford, this is not a remote working opportunity but will require the successful candidate to be based in the office or out working with partners in Staffordshire.

Children and Families is a department within Staffordshire County Council that supports all aspects of Children’s Services. Our vision is to ensure that children and their families are happy, healthy and safe. To achieve this we deliver a range of services and support including the delivery of several national programmes including Household Support Fund. This is an exciting and complex change programmes which requires dedicated support from a project manager

Specific requirements for the post / Key skills and qualifications

We are looking to recruit to a 12 month contract with the potential to extend. The team are keen to speak to people focused, flexible and collaborative who have a proven track record for delivering change or project management. We are keen to talk to people who are passionate about making a difference for children, young people and families with the ability to manage, projects, stakeholders, communications and delivery.

You will be responsible for working with senior stakeholders to shape and provide a project management structure and framework to support a key project within the Adult Social Care directorate. You will drive Business Change on behalf of stakeholders across the business and will be able to respond quickly to the demands of complex change programmes.

To be successful in this role you must have a proven background in the below:

  • Utilising and working with one or more business improvement or change management methodologies (e.g. Prince2, Agile, MSP, Lean Six Sigma etc) demonstrating practical experience with a number of tools and approaches.
  • Pro-active relationship building with a high level of emotional intelligence. Experience of change management consulting with colleagues at all levels, developing credible and trusted working relationships.
  • Working in collaboration with partners, driving change activity across a business area or organisation and using your influencing and negotiating skills to achieve agreed outcomes.
  • Ability to work at pace to deliver outputs to tight deadlines.
  • Experience of delivering projects in partnership with NHS & Local Authority partners (preferrable)

Qualifications/Professional membership

· Business improvement qualification or equivalent level of experience

Knowledge & Experience

  • Experience of managing change projects within a complex environment.
  • Experience of applying business design and project management principles to deliver change and transformation effectively
  • Understanding of the political context of service delivery and its challenges in the public sector.
  • Experience of creating and maintaining effective and influential networks that work collaboratively to shape and deliver better outcomes.
  • Intellectually curious and a proven track record of innovation and continuous improvement, bringing in new thinking from outside the organisation.
  • Experience of transforming services to deliver better outcomes and services.
  • Experience of supporting culture change and transformation.

Skills & Personal Qualities

· Highly developed, flexible, proven change facilitation skills

· Strong proven communication and people management skills – utilising coaching/ mentoring and guidance/ feedback appropriately

· High level of emotional intelligence with a high degree of self awareness and resilience, maintaining a positive approach

· Is able to apply a range of consultancy styles and techniques.

· Can very quickly build strong, credible working relationships

· Strong data analysis & manipulation skills

· Has good commercial acumen

· Excellent ICT skills including Microsoft desktop suite
