RSR Regulatory Services are currently recruiting for a Programme Manager for People & Culture.

We are looking for an experienced Programme Manager to work in partnership with the People and Culture Programme Director, to lead the People & Culture Strategy programme of work. This role will be to form an appropriately structured and skilled Programme Team and develop a detailed programme plan of work for FY22/23 and beyond. The role holder will introduce effective delivery options, programme governance, ways of working and delivery methodology to ensure that the required changes are delivered against schedule, to the highest standards and within budget.

You will take a key role in the People & Culture Steering Group on behalf of the Programme Director, and you will partner with the leadership from internal teams including Internal Communications, Strategy and Risk, Procurement, Finance and elsewhere. You will work across the programme team to ensure that stakeholder needs are understood and delivered against and to ensure that scope gaps/overlap are understood and resolved. You will be required to manage the Programme Plan, and relevant dashboards and provide regular updates to the Programme Board.

Location: Brighton (Hybrid Working)

Contract: Fixed Term (18 months)

Salary: £53,777 - £71,387 per annum

TPR Grade: 6

Main duties and responsibilities

  • Hold responsibility for programme delivery, building an effective and collaborative programme team with a shared sense of ownership and direction.
  • Build collaborative relationships with stakeholders executives across the organisation to deliver expected outcomes within cost, time, and quality tolerances
  • Maximise the productivity of suppliers, SME’s, services, and consultants ensuring quality of delivery while professionally managing the relationship and contract
  • Implement and support programme governance, ensuring executive and stakeholder awareness of progress and a balanced view of risks
  • Create a programme structure and delivery strategy that engages the entire organisation in the change journey
  • Implement and reinforce an appropriate delivery methodology across multiple projects leveraging in-house enablers and templates
  • Use Agile methodology to realise intended value efficiently, maximizing quality and timeliness.
  • Estimate, secure and manage assigned matrix project resources
  • Prepare and track project budget
  • Identify, evaluate, and proactively manage risks, assumptions, issues, and dependencies to programme delivery to inform impacts to delivery, including portfolio impacts
  • Gather and present information with options and recommendations to enable informed decision making by stakeholders up to Executive Director / ExCo level, RapCo and Board.

Person Specification

  • Demonstrable experience of working as a Programme Manager on a similar-sized people and culture-orientated programme of work
  • Proven leadership experience of people and culture programmes and the ability to generate excitement and passion around the deliverables
  • Experience of complex risk, issue and dependency management across complex stakeholders within a highly governed environment
  • Highly skilled at stakeholder management at all levels and able to demonstrate facilitation skills to be able to conclude discussions and reach consensus where multiple stakeholders may have conflicting needs
  • Experience of applying both Agile and Waterfall methodologies to achieve expected outcomes within agreed tolerances of time, cost, and quality
  • Accredited in an industry-recognised programme management qualification, or equivalent experience
  • Holding oneself and others to account, including those more senior
  • Board level influencing and presentation skills
  • A transformational mindset and an appetite to drive change
  • Excellent people skills and an outstanding collaborator
