Key role priorities

- This role is responsible for providing a procurement business partnering service across the Property directorate, ensuring that procurement is undertaken in a timely manner and the approach taken complies with our business Procurement Policy and Financial Regulations

- The role also monitors compliance with the Contractor Framework, ensuring regular contractor monitoring activity and maintenance of adequate performance records

- This includes preparing documentation for tendering services and co-ordinating the drawing up and signing of contracts

- The holder is also required to ensure compliance with contract requirements and to attending progress meetings

Key working relationships

- The role line manages the Commercial Coordinator and is required to interact across the Operations function to contribute to the continuous improvement of performance and with other teams across our business to effectively meet objectives. This involves regular meetings with the Asset Team, Finance and Health & Safety

- External to our business, the holder is required to interact with client/QS teams, suppliers, sub-contractors and specialist agencies/advisors including procurement consortiums/networks as required

Main duties & responsibilities

- Manage all Procurement processes across the Property directorate, taking a Business Partnering approach to identifying the most appropriate procurement routes that will maximise operational performance

- Co-ordinate procurement activities, including competitive tenders, to ensure timely procurement and achievement of budget targets

- Advise colleagues on approaches to evaluating cost and quality

- Implement standard documentation and clear processes

- Build an effective business partnering relationship across Livv Maintenance and the Assets team by proactively planning future procurement activities

- Optimise the use of management information, data analysis and reporting of KPIs/SLAs to manage and maintain high performance of contracts

- Work with Quantity Surveyors and Finance to evidence value for money, savings and regularly evaluate alternative ways of working to deliver sustained efficiencies

- Develop relationships and contacts with procurement consortiums and frameworks to deliver security of supply and value for money

- Maintain the supply chain for the internal maintenance team, ensuring suppliers meet key metrics and develop an efficient service

- Identify opportunities to work with contractors to deliver social value and maintain records of delivery

- Monitor and report on Contractor management activity ensuring compliance with the Contractor Framework

- Liaise with the Risk and Finance teams to develop an early warning approach to identifying contractors at risk

- Provide expertise to colleagues on appropriate contracts, contract terms and duration, ensuring contracts are signed on a timely basis

- Undertake contract administration duties, including preparation of specification documents, liaising with specialists and invoice review

- Escalate issues/concerns as appropriate in a timely manner to the Head of Commercial

- Complete any other tasks commensurate with the level and nature of the post as delegated by the role’s line manager

Key measures of success

- Effective procurement of all contracts in accordance with the agreed timetables

- Competitive tendering and cost assessments for projects allocated completed in line with agreed terms

- Achievement of contract monitoring targets supported in accordance with Contractor management framework

- Compliance with Group Procurement policy and financial regulations; any potential non-compliance/risks identified escalated in a timely and appropriate manner

- Effective business partnering approach provided for procurement across the Directorate

- Processes and associated documentation regularly reviewed and updated to ensure in line with best practice

- Effective data management and reporting to support broader Directorate and Group planning

- External relationships developed and managed in an appropriate manner to best position our business for its procurement requirements
