Purpose of Job

Acknowledged deputy to the Associate Director for any one of the Bank’s three accounting teams who, between them, maintain the financial records for both the Bank and the Donor Funds administrated by the Bank. This person typically performs the more complex on-going tasks within the team and assists the Associate Director in the training and development of less experienced members of the team. Deputises for the team’s senior manager as required


Background;


The accounting teams within Controller’s are responsible for the preparation of periodic and annual financial reports on behalf of the Bank and the Donor Funds which the Bank administrates. They maintain the financial records for each and provide timely and accurate information on financial performance and financial position. This information enables management to evaluate historic performance, assess the current position and formulate strategy.


The role interacts with a wide cross section of departments within the Bank to coordinate the receipt and analysis of information required to fulfil internal and external financial reporting requirements. Should have broad experience across all main tasks performed by the team, equipping the role holder to cross train and supervise the work of accounting managers. Will represent the team at inter-departmental meetings where presence of Associate Director is not required. Able to deal with most enquiries from internal and external auditors on broad cross-section of work performed by the team.


Facts and Scale

  • Works within one of three teams as the acknowledged “number two” to the senior manager. Each team consists of 4 – 5 full-time qualified accountants with a total of four additional qualified accountants recruited for 3 – 6 months annually to assist with peak reporting periods.
  • Collectively responsible for accounting for all of the Bank’s transactions, representing a balance sheet size of €50 billion and P&L of up to €1 billion, plus between 150 – 200 Donor Funds with an aggregate value of €1.5 billion

Accountabilities and Responsibilities:


  • Significant role in team’s preparation of IFRS-compliant/special purpose financial statements subject to external audit, involving the training and review of work performed by managers and the completion of more complex tasks as required.
  • Assesses the impact of the latest IFRS accounting standards on EBRD/Donor Funds’ financial statements to ensure compliance
  • Ensures the accounting policies of the Bank/Donor Funds are up-to-date and consistent with IFRS
  • Deputises for the Associate Director as required
  • Regular review of procedures to ensure the accounting department best responds to the needs of the Bank/Donors
  • Review and approval of team members’ journals to ensure accuracy
  • Supervises and trains both new and existing accounting managers in the performance of tasks within the team, contributing to the team’s ability to meet its objectives.
  • Liaises with internal and external auditors and responds to queries
  • Assists with appraisal/recruitment process
  • Helps ensure the team meets all deliverables and deadlines
  • Directly accountable for the engagement and effective overall management of staff including recruitment, compensation (as agreed with the Head of Department, if applicable), performance management, coaching and development.
  • Champion and role model the Bank’s Behavioural Competencies and Corporate Behaviours, ensuring adherence within the team(s) so that the highest standards of integrity and ethical conduct are exhibited at all times

    Knowledge, Skills, Responsibility and Education
  • Educated to degree level
  • ACA qualified or equivalent
  • Fluent English language skills, both verbal and written
  • Some managerial/supervisory experience
  • Significant accounting experience in most products handled by the team
  • Statutory financial accounts preparation and/or audit experience on financial accounts
  • Strong numerical and financial skills with the ability to interpret financial information
  • Fully competent in own practise area
  • Detailed knowledge of IFRS relevant to team
  • Strong computer skills with emphasis on Excel
  • Experience with Summit, Frameworks, SAP R3 and SAP AFI systems
