Lincolnshire County Council’s Development Management Team takes a lead role in influencing and delivering placemaking across the county, including the project management of developer led and highway improvement schemes.

We are now looking to recruit two candidates to the post of Principle Development Management Officer. This is an exciting opportunity to work in our multi-disciplined team to help us in; planning, project managing and delivery of placemaking across Lincolnshire.

The post holder will lead a multi-functional Team undertaking a range of business critical activities within challenging timescales.

Acting as both highway and lead local flood authority you will provide a customer focused single point of contact for all development services, and provide advice to the full range of stakeholders on a range of activities and functions including:

  • Facilitating growth;
  • Supporting and facilitating placemaking;
  • Providing advice relating to Highways, Flood Risk and Sustainable Drainage (SuDS), including statutory responses to planning consultations and developers;
  • Project management of S38 (Highways Act 1980) & S278 (Highways Act 1980), to ensure that developer and highway improvement schemes are delivered effectively and efficiently in order to facilitate growth;
  • Building excellent relationships with the development industry and other authorities and partner organisations;

The post holder will regularly have to represent the views of the Council in discussion with property developers, consultants, contractors etc. These discussions may be complex and contentious and may require difficult negotiations. Effective communication skills are essential be able to provide careful and considered responses.

We are ideally looking for an Incorporated Engineer and/or Chartered Engineer (or equivalent) in a relevant discipline, but somebody with suitable levels of experience may also be considered. You will be required to demonstrate an appropriate level of skill, knowledge and experience in core competencies, and an appropriate level of technical skills in highway and flood risk related disciplines.
