Introduction

The Wallich is a homelessness charity delivering innovative housing and support services to homeless and vulnerably housed people. The Organisation formed in 1978 in Cardiff and now supports around 8000 people a year across Wales. Our work falls into four principal areas:

1. Residential supported housing projects, including direct access hostels, emergency night shelters and accommodation for people with specific issues such as substance misuse, youth services etc.

2. Floating (Tenancy) support projects in which we support people who have tenancy difficulties, sometimes with a contributing health or other need, and are in danger of losing their homes.

3. Prevention or intervention projects supplied through Homelessness Prevention Grant funding which are a broad range of services that prevent homelessness or make life better for homeless people.

4. Participation and Progression services, which are embedded in all our projects enhancing support through providing opportunities for Service Users to take an active part in their community. These services include those designed to enable people to move into meaningful activities including employment and training opportunities.

A PIE is an approach to supporting people out of homelessness whilst making significant and positive progress in overcoming trauma, substance misuse and mental illness. It also considers the psychological needs of staff: developing skills and knowledge, increasing motivation, job satisfaction and resilience. At the heart of what we do are the people we support, who are actively and meaningfully involved in their own support and encouraged to participate in the design, development and delivery of services.

Project Description

‘Nation of Sanctuary: A Joined Up Approach’ is a partnership project led by Housing Justice Cymru, with partners Tai Pawb, Oasis and Welsh refugee Council joining The Wallich in providing accommodation solutions for refugees, Asylum Seekers and people with No Recourse to Public Funds (NRPF.) Through a collaborative and cohesive joined-up approach, project staff will work together and with wider sector to increase support to prevent destitution for those seeking sanctuary in Wales.

Purpose of Role

The NRPF Programme Coordinator will work with the partnership groups and with a variety of stakeholders to support service-users with NRPF, assist in exploring employment, training and volunteering opportunities, assist individuals in securing sustainable accommodation and advise and support Wallich colleagues who are working with individuals with NRPF.

This role is subject to a Basic DBS check.

Main Duties, Responsibilities and Person Profile

1. To identify, assess and support individuals with NRPF who are threatened with homelessness or are currently rough sleeping – Identify, training, volunteering and employment opportunities for service users and identify accommodation options for service users and assist in securing sustainable accommodation.

2. To link the service in with partner agencies to ensure positive and sustainable outcomes for service users AND advise and support colleagues and partner agencies supporting service users with NRPF, contributing professional knowledge and expertise to the Participation & Progression team, it’s service delivery, monitoring and evaluation.

3. To signpost and make referrals to relevant advocacy and legal support agencies.

4. To work with partner agencies to develop methods for the continuous improvement and on-going evaluation of the project.

5. To implement, adhere to and regularly review risk assessments and risk management plans for service users AND update relevant databases in relation to client progress and associated service aims.

6. To ensure project objectives and targets are met, within allotted timescales AND collate and produce reports for funders and senior management.

7. To attend supervision, training and meetings as and when required and attend relevant networking opportunities to connect and influence the sector.

8. To develop successful cross organisational working with relevant project teams

9. This project will work across all dispersal areas across Wales so there will be a need to travel and work at locations across Wales.

10. To actively promote and show the value of NRPF support in preventing homelessness and rough sleeping AND promote all of The Wallich’s policies and procedures.

Person Profile

1. Working knowledge of the issues facing people experiencing homelessness and ideally those seeking sanctuary (Refugees, Asylum Seekers and those with NRPF)

2. Experience of working with vulnerable adults on a one to one and group basis.

3. Experience of professionally and effectively representing the wishes and best interests of Service Users and the organisation whilst building beneficial relationships with a range of agencies and internal staff

4. Experience successfully managing priorities in a busy environment.

5. Excellent interpersonal skills and experience of working with diverse people in a non-judgemental way, respecting their personal choices.

6. Ability to work collaboratively with a range of different stakeholders from a diverse range of backgrounds.

7. Knowledge and understanding of the legal frameworks, Protection of Vulnerable Adults, Child Protection, Mental Health Act, Health and Safety and Misuse of Drugs Act.

8. Thorough understanding of risk assessments and how to apply control measures effectively and safely.

9. Knowledge and understanding of therapeutic approaches when working with vulnerable people.

10. Knowledge and understanding of the need to evidence outcomes with experience in monitoring and recording data, and presenting findings
