About the Team

A full-time opportunity has arisen to join the Property Compliance Team in the role of M&E Compliance Manager. The role reports directly to the Head of Property Compliance and assist the Compliance Performance Officer and the Building Structure Compliance Team in delivering a robust Mechanical and Electrical Management programme, across LBH property portfolio. The role is responsible for ensuring all statutory compliance for inspections and testing (for and not limited to) Gas Safety, Electrical Safety and electrical and mechanical relating to Water Hygiene, Fire Safety and Lifting Equipment. The Post holder has to 3 direct reports;
  • A Mechanical Engineer.
  • An Electrical Engineer and;
  • An M&E Compliance QA Officer.

Key Responsibilities

1.To be responsible for commissioning, monitoring, and evaluating projects, providing accountability and ensuring efficiency and success. A key responsibility will be establishing and monitoring key performance indicators for all programs and projects, ensuring statutory and regulatory compliance on behalf of the Council.

2.To provide strategic leadership of client partnering for all Mechanical & Electrical responsive maintenance work. This includes putting in place and monitoring appropriate service-level agreements and contracts and partnering teams with Council in-house delivery teams and with external partners.

3.To ensure that contracts for gas repairs servicing and maintenance, servicing, and repairs of all lifts, CCTV, and controlled-entry systems are managed and monitored to ensure that legal compliance and required response times are met.

4.To ensure all necessary information is provided to the Leasehold Services for consultation about service charges and rechargeable works, ensuring works are not confirmed until consultation is completed.

5.Monitor and report on the type, frequency, and costs of breakdowns and repairs to domestic gas appliance, district heating installations, lifts, door entry systems, CCTV, and controlled-entry systems, recommending changes to specifications and developing strategies for preventative planned maintenance and other investment programmes.

Your Skills

1.The ability to write clear and concise reports/procedures concerning technical issues.

2.The ability to communicate information, expertly. With the ability to engage with various and complex property related issues. Communicating these clearly and simply should be one of your strengths.

3.The ability to communicate credibly and effectively in writing and in person inside and outside the organisation at all levels on complex/technical or organisational issues.

4.The knowledge of best practice people management and development will be second to none and you value thought leadership, looking beyond your organisation to identify the very best strategic and operational people approaches

5.The experience and knowledge in contributing to the delivery of transformational change across various industries, preferably with Local Authorities.

6.The experience and knowledge in developing excellent relationships with senior managers and colleagues with a demonstrable ability to deliver on statutory compliance projects, preferably with the Local Authority.

Essential and Desirable Qualifications or Must have before applying

1.Level 3 NVQ Diploma in Domestic Plumbing and Heating. (Essential)

2.BTEC, Level 4. Or Level 5 Diploma HND in Electrical and Electronic Engineering (Essential).

3.Level 3 NVQ Diploma in Electrical Installation. (Desirable).

4.IET (Institution of Engineering and Technology) Wiring Regulations – BS 7671- 18th Edition. (Essential).

5.Legionella Management in Hot & Cold-Water Systems and Cooling Towers (Desirable).

6.ACS qualifications CCN1, CEN1, HTR1, WAT1, CKR1 CPA1 (Desirable)

7.A valid UK driving licence. (Essential).
