Extensive experience of developing and presenting training, and learning interventions at every level within the organisation
Experience of motivating and managing change and leading staff to achieve successfully.
Experience of developing business cases, and work programmes and achieving targets
Experience of leading an effective relationship and collaborating with external stakeholders.
Experience of leading on service improvement plans.


DESIRABLE
Experience in the management field including managing staff at various levels.
Experience of managing budgets (revenue and capital) and resources (people and assets)
Experience of leading a large workforce.
Experience of leading and managing change

SKILLS AND SPECIALIST KNOWLEDGE
ESSENTIAL
A firm understanding of best theory and practice in Organisational Learning and Development ⁠
A firm understanding of the developments and current challenges in the Organisational Learning and Development field and evidence of continuous personal development.
A good understanding of the Council’s structure and arrangements
Understanding of project and programme management.
Effective communication skills (verbal, written and presentation) and the ability to influence and manage stakeholders.
Good interpersonal skills and the ability to work at all levels within the organisation.
Robust IT skills in relevant software (e.g. MS, Word, Excel). ⁠

Listening and Speaking - Higher Level
Able to follow a conversation or discussion through the medium of Welsh and English on a professional level and discuss general day to day topics in the field in order to present information and express opinions. Able to give a pre-prepared presentation and respond to any comments and questions on it in Welsh or English.

Reading and Understanding - Higher Level
Able to understand standard written Welsh and English, both formal and informal. Able to gather information from various sources such as letters, reports and articles in Welsh and English in order to fulfil the post.

Writing - Higher Level
Present written information confidently by letter, more detailed and technical report formats, and respond to written requests conveying information, ideas and opinions in Welsh and English. (Assistance is available to check the language)


Purpose of Post

  • Lead the team(s) the post-holder is responsible for, to effectively and efficiently deliver what matters to the residents of Gwynedd by creating and maintaining an environment of respect and trust while enabling, empowering and inspiring staff.
  • Operate at a strategic level to contribute to develop, nurture and maintain organisational culture (Ffordd Gwynedd)

Responsibility for Resources. . e.g. staff, budgets, equipment
  • Responsibility for the staff and budget of the Service.
  • Responsibility for the MoDS IT system

Main Duties
LEADING
  • To be accountable for the Service and the most effective and efficient use of available resources.
  • To lead Service staff by encouraging and motivating them to take ownership of Ffordd Gwynedd principles and to be accountable for ensuring that this happens.
  • To ensure an environment within the team that promotes and encourages the well-being of staff.
  • To assist the team to establish operational principles, giving consideration to relevant Acts (e.g. Health and Safety, the Well-being of Future Generations Act, Social Services and Well-being Act) and ensure that they adhere to them.
  • Awareness of how the team’s systems work and facilitate challenging these when required.
  • To ensure that the team contributes to the aims of the services or other organisations that try to deliver what matters to the people of Gwynedd.
  • To promote the need to identify and implement future threats and opportunities including preventative measures.
  • To ensure they are aware of the legal and political climate that impacts the service, ensuring that team members are aware of the required elements.
  • To be alert to good practice within the service field and ensure that the team considers the appropriateness of this good practice for them.
  • To lead change within the service field where there is a need to do so.
  • To deal with concerns raised by Elected Members regarding the Service.

  • To recruit and develop individuals and teams to ensure they have the necessary skills to deliver the roles required now and in the future.

SPECIFIC AREAS OF THE POST⁠
  • Possess, and maintain specialist knowledge in the field of learning and development, and organisational development
  • Lead a team operating in the disciplines of areas of learning and organisational development and service improvement
  • Represent the Department and Council in internal, regional and national forums in the specialist areas
  • Provide specialist advice to individuals / teams / Services / Departments
  • Lead corporate work streams / strategies in Organisational Learning and Development
  • Propose creative ideas and develop innovative methods to high level projects that involve a change of culture
  • Lead / manage projects and formulate strategies at the corporate priority level.
  • Contribute to a range of projects e.g. Developing Talent, Apprenticeships, MoDS
  • Draft and implement new strategies to support staff development and the establishment
  • Develop a comprehensive and innovative corporate training programme along with the introduction of some training titles
  • Contribute practically towards other learning methods such as Coaching
