The Opportunity

The role sits within the Integrated Passenger Transport Unit (IPTU), which is responsible for various passenger transport services in Essex, including home-to-school transport.

The Project Support Officer is responsible for planning and managing the roll out of a digital platform for specific home-to-school services that IPTU provides. The digital platform is supported by a passenger-facing mobile phone app that enables parents and students to manage their home-to-school journeys and track school minibuses in real-time.

Duties include day-to-day management of the digital platform, ensuring data are up to date and liaising with drivers in order to ensure smooth operation of home-to-school services and provide high-quality customer care.

This is a passenger-centric role, working to translate data and the needs of the passengers into improvements of the service and refinement of digital platform. It is a dynamic role offering experience to a digital product, transport operations and customer care.

Accountabilities

  • Coordinate and oversee all logistical and technical aspects of launching the service and platform, collaborating closely with ECC’s operations, marketing and technology teams, as well as external suppliers
  • Responsible for processing any changes (e.g. new student using the service) in a timely manner and ensure that student information is up to date for the smooth operation of the platform
  • Accountable for managing students’ personal data to ensure data protection and maintain a high-quality service
  • Manage product development, working with app supplier to roll-out new app features and functionality
  • Responsible for the daily monitoring of the platform’s dashboard; reporting and escalating any issues that arise
  • Be the first point of contact (phone and email) for any queries by parents/students or drivers
  • Build strong partnership and rapport with transport provider and drivers – the service depends on them understanding and using the technology correctly
  • Help to promote app and service to parents and students to ensure uptake
  • Monitor and adeptly interpret data to generate insights and make operational and business recommendations to ensure sustainability of service
  • Monitor Key Performance Indicators for weekly reporting and periodical refinement of platform
  • Ensure compliance with all external and internal regulation, proactively planning and communicating effectively with stakeholders

The Experience You Will Bring

  • Educated to degree level or equivalent by experience
  • Ideally the candidate should have a background in transport (operations and/or planning) or Project/Product Management, preferably in the public sector or in a public-facing role
  • Ideally demonstrate a record of launching new digital products and/or mobility services
  • Experience in dealing with people with disabilities
  • Strong analytical and reporting skills, including preparing presentations to stakeholders
  • Beginner experience in Geographical Information Systems (e.g. QGIS, ArcGIS, MapInfo, Google Earth Pro)
  • Intermediate experience in Microsoft Excel
  • Experience in managing supplier relationships and stakeholders
  • Passionate about managing digital products and solving passenger issues as they arise
  • Ideally, candidate to be digitally adept with strong willingness to learn about a new digital product and expand expertise
  • Good communication and customer care skills; experience in dealing with queries from general public
