Job Overview

A vacancy has arisen for a supporting Patient Level Information Costing System (PLICS) Analyst to support the Costing team. The post holder will be a self-motivated Information Analyst who wants to further develop their analytical skills and level of service responsibility. We are looking for an analyst with proven technical and analytical skills to further enhance the development of Costing reporting. You will have experience of using datasets to process, analyse and report information, and
have developed SQL and Qlikview skills.

Your main duties will be to:
  • Provide expert analyst support to the PLICS system function
  • Manage the development and flow of data into the PLICS system
  • Report management development
  • Develop and maintain effective working relationships with team members, clinicians, managers and others within the Directorate and Trust wide service users
  • Support the development of relevant dashboards and applications using Qlikview products that are vital to the functioning of the Trust

Detailed Job Description And Main Responsibilities

As the PLICS Information Analyst, the post holder will:
  • Be responsible for the collection, validation and screening of information used to support the development of Patient Level Costing within the organisation.
  • Be expected to utilise the PLICS reporting system to upload relevant, quality assured activity and income data.
  • Liaise with relevant Trust departments to develop and quality assure data collection and collation processes.
  • Attend all relevant inter department meetings as required within the
    organisation and attend external national system development meetings as required.
  • Determine the requirements of the clinicians and managers concerned, and then developing appropriate software and tools for the extraction and analysis of data and using the appropriate presentational techniques.
  • Develop a robust understanding of the reporting functions available and provide an expert service to users within the Trust.
  • Provide input into the development and maintenance of operational
    procedures, implement policy for own work area. Prepare, review and update relevant procedure notes and make recommendations to improve working practices.
  • Automate processes.
  • Deliver finance training in relation to PLICs and SLM to junior staff, finance colleagues and non-finance managers.
  • Be capable of working under pressure, prioritising to deadlines and multitasking. Strong IT skills are also a key requirement

Qualifications & Education

Essential criteria
  • Graduate level qualification in information management /statistical analysis or proven experience through practice with detailed evidence of working at this level
  • Evidence of continuous professional development


Desirable criteria
  • Advanced IT qualification
  • Advanced ECDL
  • Foundation level finance knowledge


Knowledge & Experience

Essential criteria
  • Specialist knowledge and use of data extraction, management and statistical analysis tools eg. SQL, Business Objects, Qlikview for the analysis and reporting of information across secondary and community databases
  • Substantive experience in a relevant field
  • Good working knowledge of NHS information standards and definitions
  • Understanding of information security and legislation surrounding confidentiality eg. Data Protection Act 1998 and Freedom of Information Act 200
  • In-depth specialist knowledge of statistical/analytical techniques and procedures
  • Experience of using and extracting information from different systems
  • Experience/knowledge of issues of working with confidential information
  • High level of proficiency in analysing and presenting complex data
  • Experience of working in a dynamic environment with changing priorities and challenging deadlines
  • Ability to work under minimal supervision
  • Ability to work flexibly and problem solve
  • Able to produce a high level of data quality and understands its importance in delivering high quality information


Desirable criteria
  • Experience of using geographical applications
  • Understanding of the requirements of the Information Governance Framework and Health Care standards
  • Previous NHS experience working with health related data
