Summary

As the Deputy Director: Counter Fraud you will be responsible for leading all elements of the department’s counter fraud and grant management functions, in support of our corporate services, policy groups and 4 executive agencies (UK Space Agency, Companies House, Insolvency Service, Intellectual Property Office), as well as being a centre of expertise for our Arms Length Bodies. You will adapt and deliver our counter fraud strategy to meet evolving challenges, building strong relationships with Central Counter Fraud Function and other Government partners, providing a strong voice for BEIS in x-Whitehall fora. Your challenge will be to develop and lead a unified counter fraud service, following a centre of excellence model, that will allow us to do things once and well, making effective use of technology where possible; along with the creation of the right balance of preventative and detective controls to enable the successful delivery of departmental programmes, ensuring the services you deliver are first class.

Financial Reporting & Control is part of the Finance directorate, which sits within Corporate Services. It comprises 5 teams: Counter Fraud & Grants Function; Internal Control & Corporate Assurance; Financial Reporting & Advice; Core Financial Accounting; and Treasury & Parliamentary Reporting.

The purpose of the role is to lead BEIS’ Counter Fraud Function, setting and delivering the strategic direction of the counter fraud response for BEIS and its arms-length bodies (ALBs). Key will be completing the design and implementation of BEIS’ new operating model for the BEIS Counter Fraud function, enhancing BEIS’ counter fraud capability and capacity to meet an evolving fraud threat landscape.

Key responsibilities will include:

  • Leading the BEIS Counter Fraud Function, setting and promoting a centrally driven strategic response to fraud across BIS and ALBs.

  • Overseeing the BEIS Grant Management Function and support the work of the GGMF across BIS and ALBs.

  • Overseeing implementation and evolution of BEIS’ Counter Fraud function operating model, building capacity and capability (people/processes/tools) to meet a changed fraud threat landscape.

  • Being the Head of Counter Fraud Profession for BEIS and ALBs.

  • Assessing resource requirements, developing business cases for longer term counter fraud capability – to develop a sustained future function.

  • Promoting a culture of prevention and collaborative response to fraud across BEIS, arms-length bodies and other key partners.

  • Representing BEIS at x-Whitehall Counter Fraud fora, providing BEIS a voice at central government counter fraud planning and decision-making.

  • Maximising benefits to BEIS through strong engagement with Government Counter Fraud Function, public sector and Law Enforcement agencies.

  • Leading as an intelligent client, effective relationship and performance management of BEIS’ enforcement partner, agreeing, setting and holding to account against delivery of SLA and performance targets.

  • Championing continuous improvement in BEIS and ALBs compliance with Government Counter Fraud Functional Standards, GovS 013: Counter fraud.

  • Championing continuous improvement in BEIS and ALBs compliance with Government Grant Management Functional Standards, GovS 015: Grants.

  • Working collaboratively with the other deputy directors in Finance to deliver the directorates annual plan.

  • Deputising for the Co-Finance Directors when requested to do so.

Job Related Professional Skills:

Essential Skills and Experience:

  • Experience of developing counter fraud policies or strategies.

  • Experience of developing and delivering a counter fraud capability.

  • Thorough knowledge of Police and Criminal Evidence Act 1984, Regulation of Investigatory Powers Act 2000, Criminal Procedure and Investigations Act 1996, Fraud Act 2006, Theft Act 1968, and Data Protection Act 2018.

  • Excellent interpersonal skills and ability to build and maintain strong working relationships with stakeholders.

  • Strong influencing and negotiation skills.

  • Strong written and verbal skills.

Desirable Skills and Experience:

  • Leadership and management qualification.

  • Experience of using Managing Public Money.
