The role
The IT Procurement Manager is a pivotal role within our IT and Digital Services division. Reporting to the Head of Digital Solutions, the successful applicant will be responsible for ensuring the successful procurement of new technology solutions, effective contract management of existing technology, and building a small team of procurement experts. This contributes to the end goal of delivering better digital services for residents and our staff, optimising our costs and contributing to a strong financial position for the council as a whole.
In a typical week, you could be supporting IT & Digital to procure new specialists, such as Software Developers and Designers, or creating an outcome specification for a supplier to deliver a new technology solution, including specialists, hosting and ongoing support. You could be negotiating an existing contract, working with a business area to optimise a contract renewal, for increased value for money or improved service provision. You could be using government procurement frameworks such as Digital Outcomes and Specialists (DOS) or G-Cloud.


Location
Whilst the service is primarily based in Laurence House, Catford, we operate a hybrid approach whereby you may be required to work both in the office and from home as determined by service requirements.


What we’re looking for
Strong knowledge of the IT industry/technology solutions to manage and support the Council’s IT procurement arrangements

Excellent IT Procurement, negotiation and commercial expertise

Experience of managing IT procurement resources

Experience of contract management matters related to IT procurement practices ensuring compliance with procurement procedures, standing orders and financial regulations, including the management of commercial risks.

Ability to deal with vendors, suppliers and contractors

Able to think, plan and act strategically and develop creative and innovative solutions to complex issues.

Able to establish positive relationships with senior managers that generate mutual confidence and respect.

Ability to build effective teams and relationships and achieve results through others.

Ability to develop influential relationships with internal and external customers and partners at a senior level

Resilient and positive attitude

A strong and motivated leader with energy and credibility who commands the confidence of Senior managers, employees, partners and stakeholders.

Able to motivate teams to deliver consistent results, meet objectives and deliver new ways of working.

Salary details
£55,554 - £57,750 (P08) per annum

N.B: All appointments will be offered at the minimum spinal column point (SCP) for the grade of the role. The only exception to this will be when matching current salary (up to the maximum of the scale), which is subject to evidential proof.
