We have an exciting opening of a Learning & Development Apprentice within our Learning, Apprenticeships and HR Business Support (LABS) Division, within Human Resources. The division delivers a learning and development service to the Department, with the overall aim to build the capability of our staff and the Department as a whole.

Job description

This exciting corporate role directly supports the department’s people priorities such as diversity and inclusion, wellbeing and developing leadership capability. We are looking for someone who understands the importance of learning and development to an organisation and that has or is interested in working towards a HR or L&D professional qualification.

The team is responsible for:
  • Providing learning opportunities to build capability, available to all staff, that directly support DfE achieving its aims. We lead on Building Core Skills, Management, Wellbeing, Leadership and Diversity & Inclusion.
  • Defining, sourcing and procuring learning interventions in line with government rules on procurement and organisation need.
  • Ongoing management and development of the department’s Learning Management System (LMS)
  • Engaging with Civil Service HR and the Core Civil Service-wide offer to ensure we take full advantage of cross-government learning opportunities and frameworks.
  • Ensuring development budgets are effectively and appropriately managed, balancing value for money with value added solutions.



This role will involve:
  • Working within a supportive team structure, reporting into and working under the direction of relevant team leaders.
  • Taking ownership of and working on varying programmes or projects to deliver our learning offer to the department.
  • Building and implementing communications plans, using verbal and written skills to effectively communicate at all levels.
  • Evaluating learning offers and making evidence based recommendations to Team Leaders that will inform future options around the learning offer in DfE.
  • Overseeing and executing administrative tasks. Scheduling appointments and setting up a range of learning and development events, sometimes for large numbers of colleagues across the department
  • Periodically, arrange and support delivery of management development, team development sessions and away days to improve working practices, organisational culture, and key skills (such as communication) within department.
  • Manage your own workload and identify priorities, sharing these with the wider team to secure the most effective and enterprising outcome
  • Make good use of your knowledge of computer software packages, including but not limited to Microsoft Office, to support the team in delivering priorities efficiently and contribute to improving working practices
  • Ability to be flexible and willing to undertake a range of duties as required.

This is an excellent opportunity to gain a Level 5 apprenticeship in Human Resources. Part of this apprenticeship is to complete a level 2 English and Maths functional skills qualification. If you have already achieved GCSEs in English and Maths at Level 4 (grade C) or above you will not need to complete functional skills.

To be eligible to apply for the apprenticeship you need to meet the following criteria:
  • Must have lived in the UK and/or EU for 3 years prior to apprenticeship start date.
  • Not be undertaking another apprenticeship at the same time.
  • The successful candidate(s) will be enrolled onto a Level 5 apprenticeship in HR. At the enrolment state, the individual’s eligibility will be checked by the training provider.

Candidates need to make sure they do not have pre-existing qualifications at the same or higher level in a similar subject as the apprenticeship. If you are unsure of your eligibility, please review the content of the apprenticeship standard on the IfATE website and assess whether your previous learning has already covered much of this content. If it has, you’re unlikely to be eligible for the apprenticeship.

  • Ability to build strong, positive, and constructive relationships and work collaboratively.

  • Good organisational skills and can manage / prioritise own workload to ensure effective delivery.

  • A comprehensive understanding of and ability to use IT systems and Microsoft Packages.

  • Ability to work in time pressured environments and meet agreed deadlines.

  • Effective communication skills both verbal (over the phone and face to face) and written.

  • Resourceful with ability to demonstrate initiative.
