Health & Safety Adviser

Pay rate £23.37 per hour PAYE

The role currently works a minimum of 1 day per week in the office, the rest from home unless required to attend the office or a site in addition according to service needs

To support managers and staff members in understanding and fulfilling their responsibilities for health and safety by providing competent advice in all areas of workplace health and safety

Key Responsibilities

Make a positive contribution to the delivery of the service, this will include working flexibly and positively to achieve the objectives of the council.

Provide a high-performing and effective customer focused service and make effective use of resources, acting as an advocate for health, safety and wellbeing within the Council, with partners, contractors and external organisations. This includes undertaking and satisfactorily completing tasks in the the principal accountabilities and responsibilities, including site visits according to need.

To support the Corporate Health and Safety Manager with administrative tasks including but not limited to processing invoices and monitoring payment schedules, systems management and oversight of health and safety reporting systems.

Plan and advise on implementation of action plans to address priorities for health and safety improvements where identified or required at department, service or team level. Programmes will include creative and innovative ways of promoting positive H&S action.

Provide sound and timely competent health and safety technical and legal compliance advice and assistance in all areas of workplace health and safety to ensure and support effective health and safety management systems at departmental level in the Council structure and for all Council services. This includes the specific statutory compliance areas of fire risk / fire safety, asbestos management, gas safety, electrical safety and legionella risk.

Monitor the management of health and safety risks and fulfilment of relevant legal compliance across the council through carrying out audits of departments and services within the Council health and safety audit and assurance framework

To keep under review such health and safety policy and guidance documents and other resource material in line with the Corporate Health and Safety Team policy review schedule as determined by the Corporate Health and Safety Manager

To actively monitor the health and safety software systems (for accident / incident reporting, risk assessment, audit and inspection, display screen assessment, personal safety device) and take appropriate action as necessary.

To provide departmental and service management teams with health and safety management information reports as required, including performance against the Council health and safety key performance indicators according to the agreed schedule.

To attend and present the health and safety management information reports to departmental management or service team meetings at the agreed schedule

Requirements

“Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria

First degree in Occupational Health and Safety or related discipline with experience, or NEBOSH diploma or certificate, or NCRQ diploma or certificate in applied health and safety, or equivalent level qualification

CMIOSH membership or be GradIOSH working towards chartered membership (note – may be required to evidence CPD and IPD activity for GradIOSH), or hold equivalent professional memberships in IIRSM. Equivalent membership of IWFM together with relevant health and safety experience may also be considered

A comprehensive and working understanding of the Health and Safety at Work Act 1974 and associated regulatory frameworks in a local authority or comparable context

Good working understanding of the local government system in England, with particular awareness of the health and safety risks and legal duties referred to above in relation to managing health and safety risks which are prominent in the Council’s profile

Significant experience in the field of occupational safety and health in a large, complex organisation and in particular in health and safety management systems, risk assessment and controls, statutory compliance, monitoring, investigation and recording, workplace hazards (including fire safety, musculoskeletal, electrical, chemical, biological, physical and psychological) and control measures

Experience of establishing and implementing action plans to ensure effective health and safety management across complex services

Experience of working with senior officers, managers, staff and contractors to improve health and safety management practice through collaborative working

Effective communication skills in order to advise and to be able to influence, negotiate and persuade Senior Officers, managers and staff to use health and safety systems and procedures

Ability to work on detailed action plans, meet deadlines and manage competing demands.
