Description of Department:

City of London Police Headquarters (HQ) hosts a range of strategic functions. The HQ function is responsible for strategic business planning for the force and ensuring effective governance is in place. The HQ function works closely with the Police Authority Board, HMICFRS, National Police Chief’s Council and other partners in developing force wide strategies to reflect both our local and national policing responsibilities. The HQ is responsible for managing force wide change, continuous improvement and ensuring our Policing Plan and organisational priorities are delivered. The HQ is also responsible for delivery of our Corporate Communications function and Professional Standards functions.

The Head of Strategic Development will provide strategic oversight and guidance to Chief Officers & Senior Management Team across the Force in relation to developing effective strategies & plans to deliver the Force strategic ambitions. This will be across cutting role working closely with the Corporation in ensuring business plans, strategic reports and frameworks within the force are joined up reflecting both the local and national policing agenda. The role holder will manage key stakeholder relationships (Police Authority Committees, Home Office, Her Majesty’s Inspectorate of Constabulary (HMICFRS)providing insight from across law enforcement to inform locally the force position on a range of issues and development of policy, position papers and force strategies. The role holder will develop strong relationships internally and externally to enable in depth strategic insight to drive continuous improvement across the force.

In relation to organisational development the role holder will lead specifically on developing organisational culture to deliver the Commissioner’s policing strategy and will also lead on the force’s diversity, Inclusion and outreach strategy The role holder will primarily be responsible for leading the formulation of the overarching strategy and delivering against the agreed plan to implement organisational workforce change and greater engagement with local communities, schools, and businesses. The role holder will provide ongoing leadership for the NPCC Workforce Representation Plan, ensuring the right level of engagement with the programme, directing actions, and other senior staff in delivery. The role holder will be the subject matter expert on diversity, inclusion and cultural change providing strategic insight to the Chief Officer Team to inform decision making. The role holder will be responsible for developing plans to improve the outcomes of the staff survey for the force with a particular focus on cultural change and measurable improvements in relation to equality & diversity. Externally the role holder will oversee plans to increase confidence & satisfaction in policing with a specific focus on under-represented communities. Key outcomes here will be the force achieving outstanding staff survey results, improved satisfaction & confidence externally and achieving an established or exceeded grading status in our diversity & inclusion maturity index for the force.
