Location: Science and Technology Facilities Council, Rutherford Appleton Laboratory Harwell, Oxfordshire

The Estates Department is responsible for the development, support, upkeep and compliance of STFC’s physical Estate, including buildings, roads, infrastructure and grounds.

The Estate portfolio at the 37 hectare Rutherford Appleton Laboratory site, comprises of 93 buildings ranging in size, complexity and age (1950 to present day). In addition to the primary RAL estate, there are also two satellite sites which the department has responsibility for, The Chilbolton Observatory, Stockbridge and The Coseners House Hotel, Abingdon (grade 2 listed).

The Estates Surveying and Works teams manage and deliver against the estates’ schedule of condition survey, to deduce the burden of backlog maintenance and to ensure STFCs scientific programme is accommodated and supported in a safe and comfortable environment. The teams also oversee planned and reactive maintenance activities for fabric elements around the estate.

Summary Of Key Duties & Responsibilities
  • Adopt and develop the Estates existing condition survey reports to inform and assist the Estates Senior Management team in the strategic planning of maintenance and capital replacement works
  • Undertake annual site condition surveys to ensure compliance and to sustain the schedule of condition register
  • Diagnose building defects and specify remedial repairs
  • Assist in the validation and updating of the Estates buildings and infrastructure record drawings and documentation
  • Prepare estimates, specifications and tender documents relating to Minor Projects and Measured Term Contracts at Rutherford Appleton Laboratory.
  • Instruct, implement and manage maintenance works using NEC4 TSC and NEC4 ECC processes and protocols.
  • Procurement and supervision of contractors with minimal impact to the site location, including works coordination, integration, Safety and Quality assurance.
  • Ensuring that CDM requirements are met for relevant schemes, including the issuing F10 notices where appropriate.
  • Ensure specification compliance, financial governance and effective sign off on the completion of role associated Minor Project works.

In order to apply for the role we are looking for the following:

Essential
  • You’ll need to have, or be on course to achieve, a minimum 2:1 degree, in a relevant field of study (ideally BSc in building surveying)
  • Have the right to live and work in the UK at time of starting employment
  • Good inter-personal skills, particularly in communication, negotiating networking and team building, motivation and problem solving.
  • Good knowledge of UK building control and the application of current building regulations
  • Excellent numeracy skill
  • Good ICT skills, including MS Office and CAD
  • Self-motivate
  • Good time management skills
  • Able to work well within a team but also show excellent initiative alone and work independently

Desirable
  • Knowledge of Health & Safety regulations, especially fire, asbestos and CDM regulations
  • Post qualification experience in diagnosing building defects and specifying remedial repairs
  • Knowledge of construction drawing standards
  • Commercial awareness
