Background


Revenue & Customs Digital Technology Services (RCDTS) is a subsidiary of HMRC’s Chief Digital & Information Officer Group (CDIO) and has one of the largest customer bases in the world.

HMRC are already one of the most digitally advanced tax authorities in the world and RCDTS works collaboratively with CDIO towards the delivery of HMRCs ambitious digital vision whilst supporting the management and innovation of digital and technology services.


The Team

The Customs Borders & International (CB&I) Delivery Area is an integral part of CDIO and are responsible for developing, delivering and supporting IT solutions which run HMRC’s Customs, Excise and International Trade activities.

They deliver the end to end service management and development of over 100 separate services on various technical platforms covering a range of operations from the generation of Trade Statistics, to the administration of Customs and Excise duties.



Role & Responsibilities

A technically proficient tester who will provide test support and services across a number of high-profile projects out of the CB&I Worthing Delivery Centre and to our Live Service support team.

This role will involve producing work as a technical test specialist in line with the CB&I Worthing Test Strategy. The majority of CB&I Worthing testing is done through test automation; this is not a manual test role.

The successful post holder will use their technical expertise and understanding to provide functional and non-functional testing support to Project teams and other Test Guild members. They will be utilising DevOps principles / practices to enable Automated Testing capability and support Continuous Integration/delivery across a variety of platforms


Duties will include:

  • Requirement analysis
  • User story acceptance criteria design
  • Test planning and test estimation
  • Test design and test automation development
  • Creation & Maintenance of Automation Frameworks
  • Test data creation and maintenance
  • Test tool and environment setup, configuration, and maintenance
  • Test execution
  • Test progress and completion reporting

Skills and Knowledge required:

  • Able to design and execute test cases (Functional and Non-Functional) using standard testing techniques. Able to come up with different business scenarios for a feature, working with others in the team. Able to analyse changes to, or the development of, products and services, and plan design. Able to run and manage appropriate tests to ensure that requirements have been fully met and to demonstrate traceability. Able to communicate defects or trends clearly to Software Developers, outlining how defects are identified and the possible causes.
  • Aware of a range of tools and techniques for test automation. Likely to have some demonstrable technical attributes. Demonstratable knowledge of the Continuous Integration Process. Able to stay abreast of industry developments to make cost effective use of new and emerging tools and technologies. Able to utilise a breadth of knowledge from across the wider Technology and Digital professions, strengthening the effective delivery of services. Relevant professional awareness may include architecture, continuous integration & deployment, coding or scripting languages. Be familiar with Automation frameworks and show an aptitude for enhancements and improvements to improve efficiency of Automation Test Suites.
  • Able to identify simple patterns and trends. Investigates problems and opportunities in existing processes and contributes to recommending solutions to these. Able to visualise, articulate, and solve complex problems and concepts, and make disciplined decisions based on available information. Such skills include: the ability to apply logical thinking, gather and analyse information using comprehensive tools and techniques, use data to formulate both short term and longer-term strategic plans.


Requirements



Essentialcriteria

  • Working with automated test tools, in particular SoapUI, Jenkins, Selenium and Cucumber
  • Testing APIs and back end services
  • Testing web services (SOAP and REST)
  • Demonstrable experience of working with SQL
  • Holds the values, and applies the principles of an Agile and DevOps environment
  • Use of Atlassian tool set (i.e. Jira/ Confluence)

Desirable

  • Writing scripts using Selenium WebDriver
  • Basic Java and/or Groovy Scripting
  • Knowledge of non functional test tools such as Jmeter.
  • Experience of Import, Export, Customs and Excise business
  • The application and use of Agile and Lean concepts at scale
  • Experience with continuous integration, automated deployment, and relevant tools i.e. Jenkins.
  • Experience with use of version control systems such as Git
  • Experience of TDD and BDD

HMRC’s Technology Sourcing Programme

HMRC faces a number of contract expiries combined with the need to re-balance control over its digital and technology capability to ensure HMRC can respond quickly and effectively to changing requirements and priorities.

This is a multi-year programme to transform how HMRC delivers and uses IT. The programme is in place to design and deliver the safe disaggregation, exit and transition of HMRC’s major IT contracts and stand-up new arrangements to deliver both IT run and change activity.

The programme will develop and implement a new technology supply chain model, protect live services, enable the department to remediate and prevent technical debt, reduce risk in our IT estate, improve cost effectiveness, provide flexibility and establish partnerships with suppliers to deliver innovation.

A reserve list may be held for a period of 12 months from which further appointments can be made.
