Full Job Title: Temporary Fleet & Compliance Manager – Fleet Operations

Job Reference: ANA 5220511

Pay Rate: £18.14 per hour PAYE

Manage and co-ordinate operational teams involved in the provision of monitoring and fleet management activities to ensure cost effective services in line with the Contract and the Transport business plan.

To ensure that fleet operations meet the statutory requirements of the Company’s Operators Licence, protecting the Company’s entitlement to operate PCVs and ensuring all equipment is maintained to standards set out by the company.

Specifics

Manage and co-ordinate operational teams involved in the provision of monitoring and fleet management activities to ensure cost effective services in line with the Contract and the business plan.

Monitor management systems and procedures to ensure that transport provision is in keeping with health & safety, operational standards, legal requirements and contractual specification and monitors Health & Safety matters within the service and providing guidance and advice as appropriate on safety issues.

Keep up to date with vehicle and legislation changes, ensuring records are kept on file for at least 15 months of all driver reports which record defects, all safety related inspections, routine maintenance and any repairs to vehicles, and that these are made available on request for inspection.

Effectively manage budgets to ensure delivery of best value in transport provision including analysis, financial performance, forecasting and compliance with Operational Regulations.

Undertake to notify Traffic Authority of any convictions against O Licence Holder, or the company, business, partner company directors, nominated transport managers, named on the licence or employees or agents of the application for the licence and if licence is issued, convictions against the licence holder or employees or agents of the licence holder.

Develop and manage effective partnership and liaison frameworks with Commissioners and Service Users to ensure services are provided and procured to agreed standards.

Ensure appropriate contract management systems are in place to monitor, evaluate and ensure that transport provision is in keeping with health & safety, operational standards, legal requirements and contractual specification.

Co-ordinate the production and evaluation of transport-related performance management information.

Provide legislative and technical advice to ensure that transport resources are procured and/or provided in a safe, legal and efficient manner in keeping with company policies.

Qualifications/Certificates

Educated to Degree/NVQ Level 4 standard and preferably membership of a professional body

D1 PCV Licence obtained by test.

CPC Driver Qualification Card

CPC Manager

NSPCC Safeguarding Certificate

CPC Driver qualification

Knowledge & Experience

Extended experience of transport and fleet

Practical experience of operating/driving wheelchair accessible passenger carrying vehicles and transporting vulnerable passengers.

Considerable experience in managing teams in a similar environment

Experience in managing a multi-functional team

Excellent knowledge of Road Traffic legislation and factors affecting roadworthiness of minibuses

Knowledge of safeguarding issues.

Skills & Abilities

Ability to drive passenger carrying vehicles.

Ability to use passenger lifts and WTORS correctly

Ability to advise and train others in the safe use of passenger lifts and correct use of WTORS.

Report writing, interpretation of budgets and financial information, reconciliation

Excellent levels of literacy and numeracy

ICT Skills: Basic IT skills including Microsoft packages or equivalent (e.g. G Suite)
