Hours per week: 37 - we are open to discussions about flexible working

About the role


This role is part of the Finance Helpdesk and Support team, providing the single point of contact for cost centre and managers to raise financial and accounting enquiries, request support and receive new cost centre manager training. The Helpdesk covers all aspects of financial management including, cost centre management, banking, income, purchasing cards, payments and training. As a Finance Officer you will be resolving queries either by phone, email or face to face as well as supporting the Assistant Finance Officers with enquiry resolution. You will also work with colleagues across finance to escalate and resolve more complex financial queries that are managed by financial centres of expertise.


You will also be supporting the wider Financial Systems and Support team with financial systems performance monitoring, administration and processing.


This post operates flexibly across Finance, providing finance and accounting support for projects and other Finance Teams as priorities dictate.


About you


We have a fantastic opportunity for a Finance System Officer to join the Financial Systems & Support team within Oxfordshire County Council.

As Finance System Officer, you will be passionate about driving change and improvement across financial systems and processes. You will support and lead on project-based activity, including supporting teams with systems changes and new ways of working, including business process reviews, developing and implementing testing strategies and post implementation monitoring. You will liaise with external customers, partners and colleagues across the council, so it is important that you can provide great customer service and have an aptitude for working collaboratively with colleagues and partners in problem solving and making informed and insightful decisions.


We are looking for candidates with:

  • Relevant experience in financial administration and systems
  • Sound experience, knowledge and understanding of financial management systems and procedures
  • Excellent ICT skills including extensive knowledge and ability to use spreadsheets; and able to utilise business systems effectively.
  • Sound knowledge and understanding of financial control, risk management and corporate governance
  • Excellent communication skills, confidence and the ability to collaborate.
  • An understanding of project management principles with the ability to demonstrate experience of project delivery in a working environment
