Reporting to the CEO, Dr Ewen Cameron, this person will lead the development and implementation of the Trust’s transformation, working with the wider executive team to build a culture of continuous improvement through ensuring an innovative approach to meeting patient need. This is an exciting time to join the Trust given ongoing work on our £1bn hospital build which gives the Trust the opportunity to shape how care will be delivered over the next 50 years. The Executive Director of Strategy and Transformation will play a leading role in this as well as wider work with our partners across Suffolk and North East Essex Integrated Care Board to maximise the delivery of joined up, high-quality health and care. The opportunity to really transform our approach to care, working with other health, social care, independent and voluntary sector partners is so important, and this role will be at the heart of leading that transformational change.

We are a busy, friendly, rural NHS Trust providing high-quality care and compassion to more than a quarter of a million people across west Suffolk. We care for, treat and support people in hospital, at home and in various community settings.

The West Suffolk Hospital in Bury St Edmunds provides acute and secondary care services (emergency department, maternity and neonatal services, day surgery unit, eye treatment centre, Macmillan unit and children’s ward). It has 500+ beds and is a partner teaching hospital of the University of Cambridge.

Adult and paediatric community services, provided in collaboration with West Suffolk Alliance partners, include a range of nursing, therapy, specialist, and ongoing temporary care and rehabilitation, some at our Newmarket Community Hospital.

As part of the senior leadership team, the Executive Director of Strategy and Transformation will….
1. Provide visible leadership on all matters pertaining to corporate strategy and organisational improvement at WSFT, embodying principles of openness, inclusion, compassion, collaboration and our FIRST values – Fairness, Inclusion, Respect, Safety and Teamwork.

2. Together with other members of the Board of Directors, demonstrate inspirational and compassionate leadership to the entire workforce, ensuring that staff, students and volunteers are supported and motivated to provide the safest and best patient care, and are at the heart of quality improvement and organisational development.

3. Lead the co-creation and development of our strategic vision and framework for WSFT so that our clinical divisions (acute and community) and corporate directorates are supported and enabled to formulate long-term plans to meet future opportunities and challenges, actively engaging with staff and stakeholders (including patients, families and carers) to ensure their views and experience are at the heart of this process.

4. Direct the Trust’s annual business planning process, on behalf of the wider executive team, ensuring an integrated approach across clinical operations, finance and workforce, and with our long term strategic aims.

5. Lead the overall approach to improvement and transformation at WSFT, working collaboratively with other executive directors and senior leaders.

6. Lead the delivery of the five components of NHS Impact (building a shared purpose and vision; investing in people and culture; developing leadership behaviours; building improvement capability and capacity and embedding improvement into management systems and processes), across the organisation.

7. Lead a programme of QI and transformation including benefits realisation to deliver requirements of the Future System Programme, business as usual and improved sustainability including financial.

8. Collaborate with the executive medical director, executive chief nurse and executive chief operating officer to develop a Quality Management System for the organisation.

9. Provide expert advice and support to the Board of Directors on all matters pertaining to strategic development and organisational improvement, including horizon scanning to identify wider trends in health and care that are pertinent for the future of WSFT.

10. Build the organisation’s capacity and capability for change and improvement. This includes bringing together various change functions within the organisation and ensuring collaboration with change functions within the West Suffolk Alliance and the Suffolk and North East Essex Integrated Care System, and the development of leaders across WSFT.

11. Contribute to the development of a culture of ‘speaking up safely’, working closely with the executive lead and speak up guardians to ensure all staff feel safe and secure to raise concerns at work, and where they feel their contributions are welcomed and appreciated.

12. Lead, inspire and develop individuals who directly report to the role, in order to deliver the vision and strategy including so that they in turn feel supported to empower their own teams – inspiring innovation and teamwork.

13. As a member of the executive team, maintain a continuous focus on quality improvement ensuring that learning is captured and embedded, and evidence-based best practice is assimilated, to build the best healthcare services that have the potential to achieve a CQC rating of good or outstanding, including through the implementation of relevant requirements and guidelines.

14. Work collaboratively with colleagues across the Suffolk and North East Essex ICS to deliver the future development, integration and transformation of health and care services across the geography, including within the West Suffolk Alliance.

15. Build strong and effective relationships with all internal and external stakeholders, to ensure the organisation is a collaborative partner within the ICS, and regionally and nationally, and build and enhance the public’s confidence in WSFT’s capability.

16. Be openly inclusive, supporting colleagues with protected characteristics proactively, working to be anti-racist both as an individual and an organisation.

17. In common with all WSFT colleagues, advocate, exemplify and consistently act as a role model by championing our WSFT vision and exhibiting our values, including providing constructive challenge to behaviours at all levels that do not reflect our values.

18. Take part in the organisation’s strategic on-call rota.
