The post holder is responsible for the operational management of mechanical and electrical engineering services (dependant on core discipline) for a designated site and for management of the maintenance services including effective management of the allocated resources.

To provide expert specialist / professional mechanical and electrical engineering expertise to Estates Operations Officer’s – Engineering, other Estates and Facilities Managers and Estates Staff and Clinical Managers.

To undertake Authorised Person / Responsible Person / Lead Person responsibilities in relation to specified facility systems including legionella, piped medical gases, high and low voltage electricity, water, gas, steam, fire alarms, pressure systems, lifts and generators.

To effectively manage a designated budget, meeting financial targets and ensuring full compliance with Standing Financial instructions.

To deputise for the Head of Estates Operations as required.

To participate in the development, implementation and review of the Trust’s Estate Strategy, ensuring that national NHS initiatives are incorporated, plus produce programmes for major infrastructure development through identification of the current condition, capacity and utilisation of buildings and engineering services.

To develop and maintain plant replacement programmes for the site to suit their Mechanical or Electrical lead responsibilities, plus undertake condition appraisals of fixed assets ensuring backlog maintenance liability forms part of the Trust’s investment plan (6 Facet Survey and Estates Risk Register).

Detailed job description and main responsibilities

The training of other Estates staff in the full working of the system is a requirement of the post. It is essential that the post holder organises and manages the system in such a way that its efficient operation and maintenance do not rely on any one or two individuals. This will involve the drafting and agreeing of formal policies for the overall operation maintenance issues in consultation with other Estates Colleagues, and the implementation and control of policies.

To assist the Head of Estates – Operations in linking maintenance issues into the Trust’s Clinical Governance and Risk Management strategies, ensuring that concerns are recognised and addressed. To develop and maintain strong links with Divisional and Corporate Senior Trust teams in order to facilitate communication, good working relationships and the efficient flow of information.

To lead or participate in Trust-wide Project Groups as and when required and to ensure the Trust is not exposed to the risk of litigation through actions or in-actions of the staff under their management.

To develop and implement policies and procedures ensuring compliance with statutory instruments, hospital technical memoranda, hospital building notes and approved codes of practice.

Responsible for managing and ensuring that the operation and maintenance of engineering services installations comply with Health Service requirements and Statutory instruments.

To manage all operation and maintenance engineering records in accordance with Statutory and Health Service requirements ensuring preparedness for internal/external audit at any time.

Training & Qualifications

Essential criteria
  • Educated to degree level in engineering
Desirable criteria
  • Member of an Estates related body
  • Health & Safety (NEBOSH)

Experience

Essential criteria
  • Specialist knowledge across a range of areas underpinned with theoretical knowledge and practical experience. A minimum of 5 years.
  • A minimum of 5 years managerial experience.
  • Knowledge to include the following and be specialist in a number of the following:- legionella, piped medical gases, LV, Water, Gas, Steam, HV, Lifts, Generators, Fire Alarms, Pneumatic Tube, Pressure Systems.
Desirable criteria
  • Specialist knowledge in Healthcare/Engineering Guidance documents to develop and implement policies and procedures for the department.

Salary: The quoted salary will be on a pro rata basis for part time workers.
