We are working with a great Social Housing Provider based in Central London - they have built a reputation for their approach and caring attitude to their tenants and housing stock and are building a first class reputation around their regeneration work

They are looking to bring on board an Electrical Contracts manager who will work with the TSM and support the delivery of current and up and coming projects

About the role:

Key objectives:


  • Supervision of building engineering services (electrical) contracts and service delivery.
  • Provide technical support on electricity distribution networks within multiple occupancy buildings, electrical safety and quality of works on a range of building services including building fire safety equipment, passenger lifts, door entry systems, CCTV, television reception equipment, emergency lighting, ventilation systems, lightning conductors, major plant, safety etc.
  • Ensuring full compliance to all relevant statutory and regulatory guidance standards.
  • Collaborative engagement with the Asset Management Team and Housing staff, other service users, stakeholders and partner organisations.
  • Working within the Technical Services Team to maintain property stock through planned improvements, cyclical and reactive maintenance.
  • Ensure contract specification standards and service delivery requirements are achieved or exceeded.
  • Develop a good working relationship with contractors and residents.
  • Assist in research to inform the development of repairs and maintenance strategies.
  • Apply life-cycle costing to specified materials ensuring the long-term sustainability of investment.

Responsibilities:


  • To undertake the following functions in accordance with statutory requirements and performance targets:
  • cyclical maintenance programmes on electrical installation inspections, general electrical safety, fire safety equipment, lifts etc., in accordance with policies and procedures.
  • maintain auditable finance and maintenance records on IT systems and other record keeping systems.
  • onsite quality control inspection and reporting on the quality of planned and reactive works undertaken by service providers.
  • working collaboratively with service providers to continuously improve service delivery, quality of works, energy efficiency and value-for-money.
  • contract supervision including issuing purchase orders, verifying variation requests and processing payments (invoices) in accordance with s financial regulations and standing orders.
  • To undertake the full range of electrical engineering duties including:

Repairs and Maintenance;

  • supervise the cyclical electrical safety programme of inspections of premises and remedial works.
  • regularly monitor, meet and appraise service provider’s performance ensuring adherence to the contracts, quality and budget requirements.

Site Visits and Communication;

  • pre and post inspections of work.
  • site supervision of works-in-progress.
  • to establish the validity of contractual claims and disputes and undertake negotiation and settlement as appropriate.
  • liaise and meet statutory utilities, local authority planning and building control and other statutory bodies for consents.


To prepare scheme and estimate feasibility reports including:

  • preparation of detailed specifications and working drawings.
  • preparation of contract tender documentation.
  • preparation of all necessary technical report documentation for management, Board and Committee Meetings.

IT;

Ensuring the repairs and maintenance IT system is fully updated at all times.

  • To keep abreast of all procedural, legislative, good practice guidance and current professional standards.
  • Service charge accounts and recharges provide information to home ownership and finance departments in a timely manner and in accordance with procedures.
  • To provide accurate stock data upon the completion of all schemes and elemental works.
  • To represent as an expert witness in legal proceedings.
  • To represent the technical services team at a range of service related meetings including attendance at evening meetings with residents and community representatives.
  • To respond to complaints made either to the Ombudsman or via own complaints procedure and ensure appropriate response to enquiries from MPs, Councillors, Board Members and residents.

PERSON SPECIFICATION - Electrical Contract Manager

Skills and Knowledge

  • Up-to-date knowledge of
  • Relevant Electrical Regulations
  • Health & Safety legislation, CDM regulations and Building Regulations
  • Knowledge of maintenance and improvement of housing stock
  • Knowledge of processes involved in technical inspections, quality inspection and reports
  • Able to control budgets effectively on orders and contracts placed
  • Understanding of financial regulations and standing orders

Qualifications and Experience

  • Electrical Qualifications
  • Experience of delivering housing technical services works and inspections
  • Experience of ensuring that services are provided in accordance with the contract specification and performance targets
  • Experience of monitoring programmes and setting targets
  • Experience of supervising and managing contractors
  • Experience of producing Technical reports, particularly on electrical and mechanical functions
  • Experience of communicating effectively with tenants, leaseholders, contractors and staff
  • Experience of supervising contractors and consultants
  • IT Skills
