The team lead in developing strategic solutions and work with Commercial colleagues to convert strategy into effective and efficient enabling contracts, for facilities management and other estate services. DCT identify the scope for wider support across DIO business to help enable effective operating capability.Summary Of The RoleThe Post Holder is responsible to the Operations Manager for delivering the management of the planning and scheduling process for the DCT and its associated Programmes and Projects. The PfMO Planning Manager will be responsible for initiating, overseeing, supporting and reporting on the delivery of the planning and scheduling process across the DCT Portfolio, programmes and individual projects in accordance within the Knowledge in Defence (KiD) including engagement with the Investments Approval Committee (IAC).About DIOView our YouTube video to see more about our workPerson specificationMain Responsibilities
  • Support the Operations Manager in developing the Portfolio Programme Management Strategy and its ongoing refresh and update.
  • Support the Operations Manager and Programme/Project Managers in drafting the Programme Management plans and processes to be adopted within the DCT to align with the Knowledge in Defence (KiD) Operating Framework, Cost Assurance Service (CAAS) and MOD good practice.
  • Support the Operations Manager, Programme/Project Managers and project teams on programme management support in the preparation of Business Cases (SOC, OBC, FBC, SGBC), Review Notes (RN) and Information Notes (IN) and in delivering Departmental Goals.
  • Promote strong joint/cross working relationships within the Programme and Project Teams to maximise knowledge sharing, resource maximisation and team development opportunities across DIO and MOD.
  • Manage and maintain the development of detailed Level 0 and Level 1 Programme and Project Plans, baseline and PM Forecast in accordance with the DCT Planning Strategy and Programme specific Management Plans using Microsoft Project and seeking opportunities for continuous improvement.
  • Ensure the works breakdown structure and sub tasks align with risks to enable detailed risk analysis to be undertaken.
  • Provide support to Work stream Owners, Programme/Project Managers and Senior Managers in the planning, analysis and management of programming activities (dependencies, predecessors and successors).
  • Produce and maintain 10%, 50% and 90% risk analysed Level 0 Programme/Project Plans and DCT L0 Portfolio programmes.
  • Provide ad-hoc and formal reports including analysis of Project/Programme progress to the Operations Manager, Programme/Project Managers, Dir DCT Portfolio and DCT Portfolio Management Committee.
  • Support the Operations Manager in delivering the DCT CIDP inputs and deliverables (progress and updates).
  • Provide programme management input and Subject Matter Expert (SME) advice to Workstream owners and Programme/Project Managers on activity estimates/linkages and on any cross-portfolio logic (shared experience) which may be beneficial.
  • Support the Operations Manager and Programme/ Project Managers in the preparation of assurance reports for internal and external review by agreed timescales.
  • Analyse and produce relevant up to date data to enable assurance to the Operations Manager, Programme/Project Managers and senior stakeholders on Programme/project progress including DCT progress at the DCT PWG.
  • Ensure programme management records and configuration control are kept up to date and are robust to support internal (DIO/CAAS/IAC) and external Defence Internal Audit (DIA) and MPA/OGC Gateway Reviews.
  • Develop strong working relationships with other departments including Commercial, Finance and other DIO SME areas.
  • Initiate and lead meetings and briefings with Programme/Project Managers, Workstream Owners and Senior Managers within DCT, MPP, DIO, and CAAS.
  • Provide mentoring and coaching on programme management principles and process on an hoc basis to the Project Teams, DCT and wider DIO.
