Jacobs is the Design and Engineering partner for Sellafield under the PPP (Programme and Project Partners). This is 20-year arrangement to deliver ~£7bn of major projects. We are identifying our best people to deliver this programme.


Sellafield are looking to adopt high value experience from across comparable highly complex regulated sectors and want to transform project delivery across its estate. Working in a fully collaborative environment, there are three core parts of the PPP scope: delivery of major projects, site-wide project delivery improvements and provision of supporting PPP services. Jacobs provide the front-end design and engineering capability and services required to deliver major projects and site wide project delivery improvements. The programme will deliver innovation in solutions and schedule underpinning the decommissioning plan for the site.

As a result of increasing demand for our services, there are significant opportunities for you, as a Conventional Safety Engineer to support a key project within the nuclear business.


Responsibilities of the Conventional Safety Lead are:

  • Lead the planning and execution of Conventional Safety scope within the design phase and during design support phases through to completion.
  • Plan and ensure execution of Conventional Safety scope in accordance with the Sellafield Limited Management System (SLMS), Programme & Project Partners (PPP) Collaborative Management Plan (CMP).
  • Ensure design compliance with relevant legislation, procedures, standards and practices for non-nuclear health, safety, security, and environmental matters.
  • Provide Conventional Safety advice, intervention and support to the ADT’s design teams.
  • Identify and allocate SQEP specialist assessors for input to design risk assessments and formal reviews (as required).
  • Provide Conventional Safety input into the design Safety Case.
  • Work proactively with the ADT’s design teams to ensure the identification, elimination, or management of Conventional Safety risks.
  • Support the Construction (Design and Management) Regulations (CDM) Principal Designer (PD), acting as the project “PD Representative” and interfacing with the CDM Client and Principal Contractor (PC).
  • Plan and ensure the execution of PD and Designer duties by the ADT under the CDM Regulations (incl. Design Risk Assessments (DRAs), Residual Risks Registers (RRRs), Health & Safety Files (HSFs) and input to the Construction Phase Plan (CPP).
  • Plan and ensure the execution of Conventional Safety reviews (incl. HAZCON, SHERA) including minutes and timely tracking action close out.
  • Liaison with PPP Services and SL Intelligent Client assurance teams on the topic of Conventional Safety to ensure project-level adherence with relevant management systems.


Key Deliverables

  • The Conventional Safety Lead shall be responsible for management and delivery of the following output: -
  • Conventional Safety Strategy.
  • Conventional Safety Hazard Identification/Register.
  • Conventional Safety Review schedule and records (incl. HAZCON, SHERA).
  • Conventional Safety Design Deliverables Register (incl. DRA, RRR and HSF).
  • Conventional Safety Learning from Experience (LFE) Tracker / Register.
  • Conventional Safety Action Tracker.
  • Conventional Safety Report (Periodically Updated).
  • CDM F10 Form.
  • CDM Residual Risks feeding into PCI, HSF or third parties.
Here’s What You’ll Need:

Essential Skills & Qualifications
  • Relevant science or engineering degree.
  • NEBOSH Diploma in Occupational Safety and Health or equivalent.
  • Chartered Member of the Institution of Occupational Safety and Health (CMIOSH).
  • Ability to apply occupational safety requirements in the context of design and engineering.
  • An understanding of nuclear safety cases and nuclear safety assessment.
  • Report writing, written communication and presentation skills.
  • Ability to provide practical occupational safety solutions for design and engineering or ensure this is provided by specialist assessors/advisors (see list below).
  • In-depth knowledge of occupational safety principles, legislation and their interpretation and application to design and engineering.
  • Knowledge of HSSE legislation including HSWA, LOLER, PUWER and CDM.

Desirable Skills & Qualifications
The Conventional Safety Lead shall identify and engage SQEP specialist assessors (as required) in the following subject areas for input to design risk assessments and formal reviews. Where the candidate can demonstrate themselves as a SQEP, this shall be utilised accordingly: -
