Job Title Commissioning Manager Employment Type Contract Estimated Duration – 9 months This role has been deemed outside of IR35 by the client Location Runcorn, Cheshire Summary Our client has its major UK base in Runcorn on a top tier COMAH site. They manufacture Merchant Grade Ethylene Dichloride (EDC) purely for export and distribution to operations outside of the UK. The EDC manufacturing complex has evolved from manufacturing units installed as integral parts of much larger original facilities. These ongoing facilities do not meet the requirements of the current Sector BAT EAL’s under EPR/IPPC and the requirements defined in the Industrial Emissions Directive. As such our client is currently undertaking a substantial, multi million pound, project at the Runcorn Site which will install new reactor technology and associated systems under technology license, as well as substantial upgrades to existing utilities and services including a new DCS and SIS system. This is alongside maintaining current operation until successful commissioning is achieved. Job Description As the Commissioning Manager you will coordinate with the Clients Engineering Manager, Project Manager and Technical Representatives and clients project team and reports to the Site Manager and the Area Engineering Commissioning Resource, Area Assistant Commissioning Managers and Training Manager will all report to you. Key Accountabilities Defines Commissioning Systems and hand over priorities Key decision maker in project planning & scheduling; Prepares, updates and drives the commissioning and start up execution plan Supervises the preparation of the Commissioning, start up and handing over procedures; as well as ongoing operating instructions Reviews and accepts the performance test procedures Reviews Vendors schedule for the commissioning and start up activities Ensures that the Commissioning Team identify the project requirements on behalf of the client and ensures that the Handover procedures defined in Site Engineering Guidelines are complied with. Ensures that adequate resources are made available and are managed to complete pre handover and technical commissioning activities. Takes part in the project review meetings to make sure that the commissioning requirements have been duly complied with Verifies the preparation of the HSE Plan and Procedure for commissioning, and start up test run Ensures the issue of work progress reports for the commissioning. Ensures on site that the management of commissioning and start up activities is achieved to programme, coordinating the activities carried out byContractors, Suppliers, and third parties, with the assistance of Construction Manager and Project manager Manages the Commissioning interfaces and plans with the External Supply companies including Site Landlord. Prioritises activities of the Construction Manager in the phases of the completion of construction and commissioning to ensure achievement of the commissioning date. Accepts the handover of the equipment from the Project Manager post pre commissioning; having defined the standards and status of equipment required. Organizes and performs the Commissioning of the Facilities including ensuring adequate resource and manning; Defines and reviews the commissioning spare parts & consumables Defines the training plan and requirements for the new asset and supervises the delivery of this, including proof of competenceProfile As the successful candidate you will have at least a ten year experience in Oil & Gas/Chemical Plants commissioning/operating asset. You’ll already of occupied a similar position within an Significantly sized project (>£60m), preferably also on a Brownfield site; Experience in Ethylene/EDC plant will be a plus. You will be expected to be practical-minded with excellent organization/leadership, interpersonal skills and significant change management experience.
