The National Operational Headquarters (Nat Ops HQ) is at the centre of the Border Force operations, providing a link between the Chief Operating Officer, Operational Regions and the Strategic Operations Command. It is a complex and diverse command, including operational, strategic and planning functions. These include the National Command Centre (NCC), Contingency and Special Events Planning, National Operational Planning, National Capability and Delivery, Maritime Command, and the Readiness Task Force (RTF).

The RTF was created in 2018 to give Border Force additional resilience and flexibility ahead of EU Exit. It is currently ca.300 staff (expanding to ca.400 staff imminently) that is split between 32 operational teams across the 5 regional commands. Additionally, there is a small team in Croydon, currently comprising a Grade 7, 4 Senior Officers and 2 Higher Officers.

This is an exciting opportunity to work in a varied high-profile area within Nat Ops HQ.

This is a demanding role that requires good communication skills and good knowledge of Border Force operations.

The successful applicant will have or need to acquire a good understanding of Border Force Operational business and the context within which the organisation operates.

They will be working with the RTF HQ team, the BF regions and the NCC to manage and prioritise deployments; ensuring the appropriate structures are in place to manage the movement, finance, training and assurance of RTF staff and their work.

It is envisaged that the role advertised will focus predominantly on managing a number of operational teams and their deployments, overseeing training, managing budgets (c£17million) and providing support to the Nat Ops HQ Senior Leadership Team.

The post holder can be based in any RTF location but there will be a requirement to travel to other RTF and Border Force locations, which may include overnight stays.

Please note the role is only available on a full time basis due to the demands of the role and the imminent increase in size of the RTF to 400 staff.

Responsibilities

Key responsibilities include:
  • Direct line management of a number of regionally based SOs which is in addition to management responsibility for the HQ team.
  • Utilising national frontline capabilities to deliver against strategic priorities.
  • Working across Border Force to agree deployments into regional roles.
  • Working with the NCC to ensure they remain able to deploy to critical and emerging issues.
  • Overseeing the deployment model, making sure it is fit for purpose.
  • Communicating with a variety of different commands, both in the operational and HQ environments.
Note: The successful candidate may be required to carry out other duties within the scope of the grade and within the limits of their skill, competence and training.

Essential criteria
  • Experience of leading and managing a large command.
  • Understanding of Border Force or other law enforcement agency operational environments.
  • Strong communication and collaboration skills to deliver on a challenging agenda with the ability to convey complex ideas and options.
Desirable criteria
  • Detailed knowledge of Border Force operations and policy, including the interdependencies of Border Force Directorates.
  • Sound written skills and experience of drafting clear and succinct submissions covering complex areas and conveying key messages to ministers and senior leaders.
