Background
The Economics, Policy and Governance (EPG) Department, of approximately 100 economists and political counsellors, is organised in three main pillars: Sector Economics and Policy (SEP); Country Economics and Policy (CEP); and Governance and Political Affairs (GPA). EPG contributes to the operational, policy dialogue, governance and strategy work of the EBRD and provides intellectual leadership on the development of well-functioning market economies in the EBRD’s countries of operation.


The Industry, Commerce & Agribusiness (ICA) team, which is part of the SEP pillar of the EPG Department, is recruiting an Associate Economist or Analyst. The team supports the Banking teams in the Agribusiness, Manufacturing & Services, ICT, and Property & Tourism sectors in developing the transition impact rationale of EBRD’s investment projects, monitoring their development impact and identifying their sources of additionality. The team also leads analytical and policy work in the areas of competitiveness and competition.


Role Overview

Working in close cooperation with the Banking Department, the Associate Economist / Analyst is responsible for contributing to the design, assessment and monitoring of the transition (developmental) impact of EBRD investments with defined sectoral and country coverage. He/she assists in policy and technical assistance engagements in the area of competition and trade policy. He/she, in addition, contributes to analytical studies in support of investment projects and EBRD strategy and policy papers, including for the benefit of the EBRD’s Competition Community of Practice. The Associate Economist / Analyst contributes to country diagnostic studies and provides sector-wide assessments of the reform challenges with a focus on competitive markets and institutions (the Competitive transition quality).


Key Responsibilities and Deliverables

  • Appraise and input into the design of individual investment projects for their impact on transition, in line with the EBRD’s transition mandate, under the supervision of the ICA Sector Lead and senior colleagues. Establish an independent and unbiased view on project proposals by taking responsibility for transition assessments and making recommendations on each proposal.
  • Monitor the progress of projects in terms of transition impact in the portfolio, through engagement with Banking.
  • Assist in the implementation and development of selected policy engagements in the ICA sector and in the fields of competition and trade policy, including through support to technical cooperation/advisory projects; preparation of policy seminars and policy notes.
  • Provide economic and analytical input into ICA sector studies in the fields of competition and trade policy in support of investment projects and EBRD strategy and policy papers. Contribute to EBRD’s Competition Community of Practice and other initiatives.
  • Assist with monitoring and assessing reform progress in the ICA sectors and the Competitive transition quality in the EBRD countries of operation and contribute to country diagnostics studies, which focus on key obstacles to private sector development and the competitiveness.

Essential Skills, Experience & Qualifications

  • A postgraduate degree in economics or related field from a leading university; a strong focus on microeconomics (e.g. industrial organisation, competition policy) would be an advantage.
  • Demonstrated sector knowledge and work experience in competition policy applied to the industry, commerce and agribusiness areas, gained through full-time employment in a relevant governmental institution, consultancy, think tank, international organisation or academia;
  • Proven and strong analytical and quantitative skills, including knowledge of Excel. Experience with other database/analytical software (e.g., Stata, R, Matlab) and information providers (e.g. WTO tariffs, Bloomberg, World Bank WDI) would be an advantage.
  • Excellent written and oral communication skills in English at the standard required for a professional publication, official documents and official representation. Knowledge of an additional language, which is spoken in EBRD countries of operation, is an advantage.
