The Office for Environmental Protection (the OEP) has a mission is to protect and improve the environment. Created by the Environment Act 2021, our role is to hold Government and public bodies to account. The OEP do this in several ways including reporting on progress against environmental targets, advising on changes to environmental laws and receiving complaints from the public which can lead to us taking enforcement action.
This role is based in the OEPs small Human Resources Team within the Corporate Services Division of the Chief of Staff Directorate. The wider Corporate Services team covers the HR, Finance, Procurement and IT functions for the organisation.
The HR Team supports the OEP through the provision of services and advice across Human Resources; Employee Data management and reporting, Recruitment, Learning & Development, HR Policy, Performance Management, Casework, Employee Relations and Payroll, in addition to Health & Safety.
With a total staff of just over 80, we are a dynamic, friendly and flexible organisation covering both England, Northern Ireland, and environmental matters reserved to the UK government. Job Description
This is an exciting opportunity to work across the HR function within the OEP.
Able to work at pace and confidently with colleagues at all levels of the organisation, the role holder will both lead and develop workstreams, and work flexibly across the whole remit of the team to help deliver and develop the HR function.
The role holder will;
- Lead on all Recruitment, embracing continuous improvement, working with Vacancy managers to plan and execute campaigns, managing the end-to-end process in Vx/Oleeo, liaising with external advertisers and Civil Service Recruitment ensuring compliance with Civil Service Recruitment Principles.
- Oversee the Onboarding, induction and probation processes for all new staff, including Secondees. This includes all secondment agreement management.
- Lead on Learning & Development supporting the business to ensure the development of our people is supported
- Lead on the development of our HR Policies and procedures, ensuring diversity and inclusion runs throughout everything we do.
- Working with the Principal Human Resources Officer to manage HR Casework liaising with the Ministry of Justice HR Casework Team and advising the business on the handling of absence, performance, conduct and grievance cases.
- Support engagement with our recognised Trade Union and wider employee relations matters.
- Support HR system enhancements in relation to both reporting and system capability and support the work on the MI continuous improvement programme to ensure the ability to provide effective data, analytics and insight to the organisation relating to people.
- Support the monthly payroll processes including the management of a third-party payroll provider, maintaining iTrent records and dealing with HR administration activities/queries to ensure that staff are paid correctly and on time and that the necessary payments, reports and returns are made.
- Line management of one Corporate Services Executive Officer and temporary staff as required.
- Work in partnership with the business and finance to understand the current and predicted workforce picture based on attrition and recruitment forecasting.
- They will deputise for the Principal Human Resources Officer when required.
Person specification
Essential Criteria;
- Previous experience of working in an HR team covering a broad remit of responsibility and an awareness of the wider Civil Service HR operating model.
- The ability to confidently build and manage a diverse range of relationships, including with senior stakeholders.
- End-to-end recruitment experience, working efficiently and confidently with demanding stakeholders.
- Excellent communication skills, both in verbal and written formats able to clearly explain HR policies and processes both internally and externally and present to staff events in an engaging way.
- Experience dealing confidentially with a range of HR Casework scenarios.
- Experience working with teams to establish learning and development needs, working with them to access or design appropriate provision.
- Ability to analyse and understand data and apply analytics to business delivery.
- Ability to manage a range of competing priorities in a fast-paced environment.
- CIPD Level 5 Associate Membership, or equivalent experience and willing to work towards it.
- Familiarity with Civil Service Learning/Government Campus
- Familiarity using iTrent as an administrator full training will be given.
- Familiarity with the Civil Service Recruitment platform Oleeo/Vx.

Pension
The OEP offers a generous defined benefit, inflation-proof Civil Service Pension which is a valuable part of your total reward package. Upon joining the OEP, staff can opt to join the Civil Service Pension Scheme which, depending on salary, offers a personal contribution rate of between 4.6% and 7.35%, and an employer contribution rate of between 26.6% and 30.3%. The OEP offers 25 days annual leave rising to 30 days over 5 years for all new entrants.

Sift
After the closing date, your application will be assessed against the essential criteria outlined in the person specification and the lead behaviour, Managing a Quality Service.

Interview

Near Miss Appointments

Salary
New entrants are expected to start on the minimum of the pay band.
Location
All OEP roles are based in Worcester and/ or Northern Ireland. This role will be based in Worcester the successful employee will be contractually based at the Worcester office. The OEP embraces a blended working model and will support a combination of office and home working which will be dependent on business need and individual circumstances. GB based employees are expected to attend the office in Worcester for a minimum of 2 days a week (pro rata). If GB based, travel and subsistence will not be paid for travel to the Worcester office.
If the candidate is an internal candidate, they retain the right to their current contractual location unless TUPE restrictions apply. Home working contracts will not be issued for GB based staff as a standard.
